The Virginia Department of Social Services, Division of Family Services is currently seeking a Contract Administrator in our Office of Family Violence (OFV). This position is responsible for compliance of the VDSS Office of Family Violence and of the grant funded local domestic violence programs with applicable state and federal requirements through:
Family Violence Prevention and Services Act funding (FVPSA) and other grant reporting; involvement with the contracting process; fiscal monitoring, budget development, and management of the subgrantee reimbursement process; coordination of and focus on primary prevention of domestic violence; and the provision of training and technical assistance to subgrantees, and will provide direct support to the Director of the Office of Family Violence and the local organizations providing domestic and sexual violence services.
Minimum Qualifications
* Knowledge of the issue of domestic violence, and best practices in domestic violence service provision.
* Knowledge of the fundamentals of non-profit management.
* Knowledge of federal grant programs, monitoring, and evaluation procedures.
* Knowledge of the of the state procurement process.
* Experience interpreting and applying federal regulations.
* Ability and skills to provide consultation and technical assistance to subrecipients regarding budget and invoice concerns.
* Experience working with or for diverse populations.
* Knowledge of individual and organizational biases, and an ability to lead discussions on these and related issues.
* Ability and skills to provide consultation and technical assistance to local domestic violence programs and other stakeholders regarding domestic violence primary prevention.
* Ability to work jointly on projects within the OFV.
* Ability to develop and provide training on various topics.
* Ability to initiate discussions and communicate ideas and opinions in writing and verbally.
* Skills required to develop and maintain relationships within OFV, VDSS, and among statewide partners.
* Ability to organize, plan, prioritize, and manage work and to work on multiple priorities while meeting deadlines.
* Ability to maintain a professional and courteous demeanor with colleagues, grantees, and others at all times.
* Knowledge of racial disparities and disproportionality.
Additional Considerations
* Experience in contract administration, direct services in the field of domestic violence.
