GIS Project Delivery Lead (18 Month FTC)

We are seeking an experienced and forward‑thinking GIS and digital systems professional to play a pivotal role in transforming how the Council uses geographic information and digital planning tools. This is an exciting opportunity to lead the modernisation, standardisation and strategic development of our GIS capability at a time of significant digital change within Planning and the wider organisation.

This post is offered as a fixed‑term contract for 18 months, providing a unique opportunity to make a lasting impact through a defined programme of strategic digital change.

Key Responsibilities
  • Lead the decommissioning of the iShare platform, delivering a secure replacement and managing data, workflow and system migration.
  • Work with IT and stakeholders to ensure continuity, risk management and safe infrastructure decommissioning.
GIS Upgrade & Standardisation
  • Deliver GIS upgrades to improve performance, resilience and interoperability.
  • Establish and maintain corporate standards, documentation and guidance for GIS data and workflows.
Local Plan Digital Programme
  • Deliver statutory digital planning requirements and integrate mandated datasets into GIS.
  • Train and support non‑technical users, including HELAA processes and tools such as Landclan and Survey

Who we’re looking for
  • An experienced GIS professional with a strong track record of managing and supporting enterprise‑level GIS environments.
  • A confident lead on GIS project delivery, with hands‑on experience using modern Esri platforms to develop and maintain mapping solutions.
  • Someone who has contributed to or led GIS upgrades, data migration or system modernisation initiatives.
  • A practical problem‑solver, skilled at working with complex spatial datasets and turning them into clear, usable insights.
  • An organised self‑starter, able to balance multiple priorities and deliver work to agreed timescales.
  • A collaborative communicator who enjoys supporting and coaching non‑technical users to get the most from digital tools.
  • A professional with a strong commitment to data quality, governance and statutory compliance.
