Our utility is seeking an Associate or Project Engineer to join our team and support the planning, design, construction and management of critical infrastructure projects that help deliver safe, reliable drinking water to the community. Placement within the classification structure will depend on the selected candidate’s qualifications, certifications and professional experience. Both positions are represented.

Associate Engineer Essential Duties
  • Support infrastructure and capital improvement projects through planning, design, bidding, construction management and project closeout.
  • Assist in preparation and review of engineering plans and specifications in compliance with applicable code requirements, standards, regulations and District policies.
  • Assist with project coordination including preparation of budgets, cost estimates, schedules, change orders and as-built documentation.
  • Conduct field investigations, inspections and site visits, technical analysis and field support activities.
  • Utilize hydraulic modeling and GIS systems to support water system planning and analysis.
  • Prepare engineering calculations, technical reports and supporting documentation in compliance with District policies and applicable statutes.
  • Coordinate with other contractors, agencies, stakeholders and internal departments.
  • Communicate effectively with both technical and non-technical audiences.
Minimum Qualifications
  • BS in Civil Engineering or related field.
  • Possess an Engineering Intern (EI) certification preferred, or ability to obtain within 1 year.
  • Two to four years’ experience working under a professional engineer. Strong preference given to water utility or public works work history or interest; or an equivalent combination of training and experience.
  • Knowledge and application of engineering principles, construction practices and utility infrastructure systems.
  • Strong organization, effective communication and problem‑solving skills.
  • Valid driver’s license and ability to meet District driving standards and ability to frequently lift, carry, push or pull up to 25 lbs. and occasionally work in adverse weather or environments.
Project Engineer Essential Duties
  • Manage infrastructure and capital improvement projects through planning, design, bidding, construction management and project closeout.
  • Serve as Project Leader and provide technical guidance and support to staff, consultants, and operational staff.
  • Monitor project deliverables throughout the project process ensuring project costs are delivered on time, tracked within budget and in compliance. Identify any overruns and recommend change orders as necessary.
  • Prepare technical reports, permit applications, engineering recommendations and supporting documentation required to meet District specifications, policies and applicable statutes. Assist in the development of engineering standards and procedures for potential impacts to water systems to minimize costs and ensure efficiencies meet or exceed regulatory requirements.
  • Serve as District representative with contractors, consultants, regulatory agencies and stakeholders.
  • Update and utilize hydraulic modeling and GIS systems to support water system planning, operational analysis and infrastructure improvements.
  • Communicate effectively with both technical and non-technical audiences and maintain collaborative working relationships while exercising independent judgment and decision‑making in support of District goals.
Minimum Qualifications
  • BS in Civil Engineering or related field.
  • Possess Oregon Professional Engineering license or ability to obtain within 1 year.
