The Project Manager will lead the delivery of high-profile rail infrastructure projects, ensuring they are delivered safely, to time, cost and quality, in line with an organisational project lifecycle.
Transport for Wales is delivering the integration of three nationally significant programmes—Metro Central in Cardiff, Burns Stations and Services, and Network North Wales. We're looking for a skilled Project Manager to support this critical work, strengthen our integration capability, and support the delivery of our Infrastructure portfolio. This is a unique opportunity to work across some of the largest infrastructure programmes being delivered in Wales.
Roleresponsibilities
- Plan and manage your day to day activities by liaising with your Line Manager for direction and prioritising your workload to ensure you can effectively meet project delivery milestone to time, cost and quality, including timely submission of reports to an agreed format.
- Provide health and safety governance by identifying and mapping out Construction Design Management (CDM) 2015 obligations for projects within the CVL Transformation Programme to maintain compliance and to promote safe working practices with full implementation and compliance to standards and legislation.
- Lead the promotion and sharing of best practice between projects/packages by identifying opportunities within the CVL Transformation Programme to maximise Value for Money.
- Perform the role of NEC (New Engineering Contract) Project Manager whilst providing line manager support through delegation of authority to administer contracts In line with company governance.
- Deliver all projects to agreed baseline and within financial governance by monitoring the progress of each project against planned milestones and delivery dates to satisfy all project obligations, updating internal and external stakeholders on progress as required.
- Manage and mitigate risk, including financial, reputational, quality, environmental and health and safety by arranging and attending risk review meetings. This extends to leading Contract Risk reduction meetings to resolve key issues across various work packages to ensure the projects are completed to schedule with minimal risk.
- Manage the commercial aspects of projects through raising issues and risks, implementing change control where necessary within the governance framework and managing compensation events to deliver the projects to cost and achieve the best value for money.
- Support the procurement of goods and services related to the projects by following the rules set out in the Infrastructure Agreement to ensure all sourcing is ethical and achieves value for money.
- Adhere to project lifecycle frameworks such as Network Rail's Governance of Railway Investment Projects (GRIP)/ and TfW's Plan of Work to ensure good governance of projects by ensuring all required project deliverables are prepared in line with the various project lifecycle stages.
- Engage with a variety of stakeholders by arranging stakeholder meetings, both Internally and externally as/when required to enable the meeting of project needs.
- Hold or working towards, a relevant degree in Engineering, Project Manager or similar subject and/or an equivalent professional qualification such as APM or PRINCE
2. - Experience of delivering rail infrastructure projects with multi-disciplinary interfaces.
- Experience of the entire project lifecycle and contract management.
- Experience of promoting cross-team collaboration, with a focus on building effective networks.
- Experience of developing and managing a budget, including forecasting and monitoring spend.
- Experience of managing a team, with the ability to establish and develop appropriate resource that meets changing business and budgetary requirements.
- Knowledge of Construction Design and Management (CDM) Regulations 2015.
- Knowledge of health, safety, and environmental regulations.
- Knowledge of cost/benefit analysis to monitor business case delivery.
- Excellent interpersonal and communication skills with the ability to work and engage with internal, external stakeholders and clients.
