Position Overview
The Electrical Engineer provides expert technical support and operational/maintenance assurance for the Transmission and Distribution (T&D) system at the Motiva Port Arthur Manufacturing Complex (PAMC). The role is part of the Electrical Engineering Department within the Engineering Technical Assurance organization and involves managing T&D equipment of varying ages and design, communicating with facility operations, business managers, project managers, and procurement, and ensuring safe operation and design of electrical equipment.
Responsibilities- Act as operational site focal point for T&D systems.
- Participate in Incident Command Duty as scheduled.
- Write, review, execute, and manage communications for site switching orders.
- Respond to unplanned T&D outages.
- Conduct and/or lead failure analysis and causal investigations of electrical failures or incidents.
- Perform Management of Change reviews to ensure safe operation and design of equipment and related changes, including PSSR sign‑off for the T&D system.
- Participate on Capital Project Team for planning and commissioning of T&D equipment.
- Lead or champion electrical equipment upgrade and replacement planning.
- Assist in scope preparation for Turnaround repairs, PMs, and testing of major electrical equipment.
- Work collaboratively and seamlessly with production teams and other stakeholders.
- Participate in long‑range planning for T&D infrastructure needs.
- Act as primary point of contact with the external Electric Utility Provider.
- Bachelor’s degree in Electrical Engineering.
- 5+ years of experience covering aspects of T&D design and operations.
- Experience troubleshooting, analyzing, and resolving complex electrical problems.
- Competent in application of industry standards and practices to electrical T&D systems, including IEEE, API, NEMA, NFPA, NESC, and NEC.
- Knowledge of power system modeling software such as SKM.
- Experience with risk assessment processes and ability to identify threats, communicate potential impact, and build a strong case for cost‑effective mitigation.
- Knowledge of high voltage substation and high voltage transmission operation up to 230kV.
- Experience with T&D switching and outage planning.
- Excellent verbal and written communication skills, documentation skills, and confidence to provide firm direction to Motiva and contract staff.
- Electric power utilities experience at a refinery or utility company.
- Experience with transformer oil dissolved gas analysis.
- Physical ability to work around and on industrial equipment, including frequent climbing of stairs and ladders.
- Ability to wear Personal Protective Equipment (PPE) in designated areas (respirator, hard hat, safety glasses, gloves, heeled boots, and hearing protection).
