Position Overview
Capital Project Manager III – Portland Bureau of Transportation (PBOT) Capital Delivery Division. This full‑time position is responsible for leading the delivery of medium‑to‑large transportation projects on the city street network.
Job Appointment: Full‑time.
Work Schedule: Monday–Friday, 8 am–5 pm (alternate schedules may be available).
Work Location: 1120 SW 5th Ave, Portland, OR 97204‑1912.

Responsibilities- Work independently and act as the City’s main contact related to assigned transportation projects.
- Collaborate with traffic and civil engineering staff, right‑of‑way professionals, construction and procurement staff, other city bureaus, partner agencies, consultants, and private contractors.
- Develop, monitor, and report on budget and staffing development and intergovernmental agreements.
- Develop and monitor project schedules, balancing multi‑project workloads and deliverables.
- Oversee City involvement in NEPA processes and other environmental reviews on assigned projects.
- Negotiate resolution of technical, procedural, and political project issues with partners and other city bureaus.
- Collaborate with other agencies’ project leads and stakeholders to advance projects in alignment with PBOT’s strategic goals focused on transportation justice and climate change.
- Prepare and participate in City Council briefings, committee meetings, and individual prep sessions with councilors and city administrators.
- Ensure projects coordinate with the City’s design commission, landmarks, planning commission, PBOT modal committees, and interest groups.
- Perform and coordinate equitable public involvement strategies and activities and manage stakeholder relationships associated with city projects.
- Knowledge of principles, practices, and current trends in transportation project design and construction.
- Experience developing, tracking, and problem‑solving capital project budgets and schedules.
- Ability to apply federal, state, and local laws, codes, and procedures regarding public works project delivery.
- Experience engaging in problem‑solving and team building with a diverse array of agency partners, community members, businesses, and contractors.
- Experience exercising sound independent judgment and initiative within established guidelines, evaluating alternate project approaches and adopting effective solutions.
- Preferred: BA or BS in Engineering, Urban Planning, Architecture, Landscape Architecture, or related field.
