Principal Specialist P3 IEO Finance

Position Overview

Principal Specialist (P3) for the IEO Finance Portfolio. Oversee financials for one or more programs, including budgeting, cost control, variance analysis, and integration with program schedules.

• Budgeting, cost control, and variance analysis, providing internal and external risk management and financial support.
• Develop quarterly EACs; analyze and assist in accurate projections of Estimate to Complete (ETC), Estimate at Complete (EAC), and Latest Revised Estimate (LRE).
• Create and assist with Work Breakdown Structures (WBS) and job‑cost accumulation.
• Assist with RPlan inputs, including manpower planning, forecasting, and reporting.
• Extract and reconcile accounting data to include LAT and Cost Transfer submittals.
• Monitor costs and manpower to ensure actuals are within budget and correctly charged.
• Develop and present monthly briefing of program financial status to customers.
• Provide PMO and CAMS with internal reports on cost performance and special emphasis items.
• Support the Engineering Change Proposal (ECP) lead with estimation activities.
• Support supply‑chain management in financial controls of subcontracts and material procurement forecasting.
• Perform ad‑hoc analysis, data‑integrity checks, and validations related to program financials.
• Apply working knowledge of FAR, CAS, and GAAP.
• Provide internal FP&A support for programs/portfolio; assist with forecasting, reporting, and ad‑hoc requests.
• Support AOP/Long‑Range Planning development.

• Bachelor’s degree and a minimum of 5 years of relevant experience, or an advanced degree with at least 3 years of experience.
• Experience with MS Office, especially Excel (lookup, index, sum functions, pivot tables).
• Ability to obtain and maintain a U.S. government‑issued security clearance (TS/SCI with polygraph). U.S. citizenship required.
• Ability to manage priorities to meet deadlines.
• Strong oral and written communication skills.
• Thorough attention to detail and high work quality.
• Knowledge of concepts and techniques related to program controls.
• Experience with APEX transactions and working with SAP/AO reporting, RPlan inputs, analysis, and CDRL preparation.
• Current SSBI clearance preferred.
• Experience with cost control and analysis functions in a U.S. Government, multi‑CLIN contracting environment.

TS/SCI with polygraph required. Candidates must be able to obtain and maintain a U.S. government‑issued security clearance. U.S. citizenship is mandatory.
