Purpose of Job

Jobholders at this level are experienced professionals capable of conducting work with general directions as they are primarily concerned with finding solutions to challenges that require some analysis in order to understand, solve, and address problems that have been escalated from less experienced levels. The complex operational activities they carry out include directing and supporting auditors in search, inspection, office audit, field visits and conducting complete real estate conduct audits to draw audit conclusions within applicable systems, manuals, policies and procedures, quality standards, and a code of professional conduct.

Job Responsibilities
  • Keep abreast of real estate tax systems and policies, generally accepted accounting principles, and generally accepted audit standards to stay up-to-date with updates in tax rules, standards, and reporting procedures.
  • Develop and update valuation templates and audit tools in accordance with operational procedures and policies to facilitate the audit of real estate transactions and ensure timely valuation.
  • Maintain and update real estate disposition audit manuals, eligibility criteria, legal requirements, and supporting documents according to the type of taxpayer, and integrate them into computer-aided audit tools to facilitate audit evaluation.
  • Unify, classify, and prioritize the audit schedules of real estate transactions for SMEs, sort them by industry type and ensure they are sent to the relevant audit teams for evaluation and review.
  • Check the validity of the legal real estate documents submitted, verify the real estate declarations and records, and ensure that the required documents are complete before assessing tax liability.
  • Gather the data necessary to perform the office audit activities, communicate with relevant stakeholders—account managers, banks, audit office, government bodies, etc.—to obtain the necessary information and clarifications, and communicate with the legal affairs of contractual structures to ensure the legitimacy of the applicants.
  • Study and evaluate real estate transactions, verify the accuracy of reports and declaration entries, track transactions from accounting records to source documents, invoices, receipts, contracts, etc., and consult with the Regional Audit Team on identified discrepancies.
  • Compare real estate transactions with similar standards and sales, identify high‑risk issues, detect non‑compliant cases, and communicate with internal stakeholders to avoid potential risks including tax evasion.
Job Details
  • Conduct field audit visits and meet with representatives to investigate accounting records, regulations, exceptions, questionable transactions, etc., and advise on requirements, obligations, penalties, and rights.
  • Consolidate study and evaluate legal and financial observations in accordance with eligibility criteria and pre‑approved tax requirements to recommend responsibility for auditing of real estate transfer tax and drafting the audit report in line with applicable policies and procedures.
  • Review valuations for audit of real estate transfer tax and confirm the valuation approach based on the accounting and financial structures of SMEs.
  • Review drafted audit reports, ensure compliance with policies and procedures, approve tax amounts, and provide feedback to auditors for improvement.
  • Send accepted audit reports to chairs for review and approval and wait for feedback to make necessary adjustments and finalize the audit results.
  • Understand objections and appeals, ensure coordination with Legal Affairs or the AMANA Secretariat for dispute resolution, and provide support in key certifications by providing clarifications on the final audit findings.
  • Maintain and update systems and databases, ensuring that all audit results are managed and stored to facilitate data exchange with internal stakeholders and other government agencies.
  • Prepare reports and statistics on the audit of real estate transfer tax—types, segments, volume, etc.—to detect patterns and trends and facilitate decision‑making in revenue assessment and forecasting. Coordinate with the Legal Support Department to comply with the Authority's technical position and the laws, policies, and regulations related to taxes.
  • Communicate with the Authority's internal departments to provide assistance and information related to direct tax assessments for small and medium taxpayers.
