Description

Under administrative direction, plans, directs and oversees the activities of the following functions:
Planning and Zoning, Building Inspections, Code Enforcement, Environmental Health, Animal Services and Development Engineering, and other regulatory functions as assigned. The Director of Community Development exercises considerable independence in carrying out policy decisions and departmental goals under general direction of the Assistant City Manager. Prepares and provides professional planning counsel and technical services to the City Council, Planning and Zoning Commission, Board of Adjustment and the public.

Performs related duties as required.

Essential Job Functions
  • Directs, coordinates, monitors and controls general department projects and operations including, but not limited to Planning and Zoning Review, Grants Management, Community Development Block Grant Management, and all department related permitting functions; represents the City and the Department on issues of regional significance with grant agencies, with neighboring cities or other governmental agencies; prepares and approves work plans for the department;

    prepares and administers the annual budget for the department; prioritizes and directs activities of employees; hires, trains and evaluates the performance of employees; interprets policies or policy execution strategies; reviews and evaluates programs assigned to the department.
  • Conducts long-range planning by securing, coordinating and managing consultants, coordinating with City staff, City management and City Council; gathers, prepares and reviews information and makes recommendations for adoption and amendments to the Zoning Plan, Comprehensive Land Use Plan, and other land use and construction related codes; provides analysis of proposals, preparation of staff reports/presentations and recommendations to Planning and Zoning Commission, City Council and other assigned boards and commissions.
  • Works with citizens, boards, business, other agencies, and development and other interests to plan for the City’s growth and to identify and resolve specific development interests; investigates and resolves conflicts and issues; negotiates technical agreements with developers and ensures compliance with the City’s development policies, regulations and design expectations; enforces the zoning, housing, signage, construction, and environmental ordinances and codes.
  • Coordinates the department's activities with other departments; coordinates activities, programs and policies of all divisions under the department; represents the City staff at appointed boards such as the Planning and Zoning Commission and the Zoning Board of Adjustment; attends Council meetings and work sessions to present department issues, recommendations, requests, budgets and projects.
  • Participates in strategic planning and thinking initiatives with the City executive team and the department; conducts subject matter department retreats; seeks and embraces innovation and technologies to provide efficiencies for departmental success.
  • Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.
  • May be called upon to act in place of or represent the Assistant City Manager when assigned. Considered essential personnel with regard to emergency service functions.
Minimum Requirements
  • Graduation from an accredited college or university with a Master’s Degree in Urban Planning, Urban Design, Public Administration, or closely related field. Ten (10) years of progressively responsible experience in development-related field, including a minimum of four (4) years in a key management/supervisory role.
