Overview
Organization and area information:
The City of Safford is located in the central part of Southeastern Arizona’s Gila Valley. It is the largest municipality in Graham County with a population of just over ten thousand. The City has multiple departments and over 230 staff members, including full-time employees, seasonal employees, volunteer firefighters and council members. The City provides utilities for residents and operates a landfill and airport serving the county.
Summary:
Under general supervision, directs and coordinates operations, construction, and maintenance of airport facilities in accordance with local, state and federal laws, rules, regulations and policies.
Distinguishing characteristics:
This is a single class and not part of a job class group. This position reports to the City Manager.
- Directs all operations of the airport.
- Recommends, develops and implements airport policies and procedures. Consults with Federal, State and Local government officials concerning land and facilities development, as well as operating rules and procedures for various types of aircraft.
- Ensures that operating rules maximize safety considerations.
- Inspects all city-owned facilities at the airport and ensures necessary maintenance is conducted in a safe and timely manner.
- Supervises staff in carrying out their prescribed functions.
- Coordinates grant applications and expenditures with city staff and the airport consultant.
- Supervises and inspects all airport construction to ensure compliance with FAA Advisory Circulars and the Airport Layout Plan.
- Prepares annual budgets and monitors expenditures for proper and efficient management of funds.
- Manages the operations of the city-owned fixed-base operator (FBO) Spalsbury Aviation.
- Inspects and reviews reports of the airport facilities to determine long-term development needs to meet projected increases in volume control.
- Manages the Airport Capital Improvement Plan (ACIP).
- Manages the annual Airshow and all other community engagement efforts for the airport.
- Coordinates short- and long-term planning for future development of the airport facility, including revenue enhancement, identifying land use and parcel development opportunities. Coordinates daily operations, special events, and maintenance of airport grounds and buildings, including the operations of the FBO.
- Meets with airport tenants and lessees to address and resolve matters of concern. Negotiates, tracks, and ensures compliance of all airport leases and agreements.
- Represents the airport before civic and community groups as well as government agencies.
- Negotiates lease agreements with existing and potential clients.
- Represents the City on matters related to air transportation. Provides technical information to City staff, the Federal Aviation Administration (FAA), Arizona Department of Transportation (ADOT), and the public as necessary. Responds to the public and City officials on noise and other related Airport issues.
- Interprets, explains, and enforces federal, state, and local rules and regulations governing airport use outside the area of authority of the FAA.
- Prepares necessary reports relating to job duties.
- Operates computer equipment and software necessary for performing the duties.
- Responds to emergency and off-hour situations as needed.
- Performs other related duties as assigned.
- Education, Experience, Certifications and Licenses: High School diploma or equivalent GED certificate, or equivalent experience.
- Bachelor’s degree from an accredited college or university with a major in airport management, aviation science, or a related field, preferred.
- Five (5) years’ experience in airport operations; or any combination of education and experience that sufficiently demonstrates the ability to perform the duties of the position.
- Certified Member (C.M.) status with the American Association of Airport Executives, preferred.
