Incumbents in this position perform inspections of construction, repair and other projects to ensure compliance with applicable specifications, standards and codes. This position oversees quality assurance and code compliance of City construction projects.

Essential Functions and Responsibilities
  • Schedules, distributes/balances and guides the work assignments of co-workers, according to established workflow/assignment requirements, to assist supervisory staff with timely completion of the assigned work load.
  • Monitors and reports on co-worker work performance to determine overall conformity to established timetables and quality standards, and to document and communicate employee production levels and training needs.
  • Works with the Park Commissioner and co/workers to prioritize Park projects.
  • Represents Parks department at construction meetings with designers and contractors.
  • Assured Park specifications are met. Reviews specifications and plans before they go out bid.
  • Enforces the construction contracts of the city. Inspects new construction for compliance with contracts. Creates correspondence for managing construction projects.
  • Answers questions from contractors regarding construction. Reviews construction schedules to coordinator projects with scheduled events.
  • Review change orders and work with the commissioner on funding and approval. Makes field visits to job sites to determine if construction projects meet contractual specifications.
  • Train co-workers on condition assessments. Must be able to read plans and have construction experience. Works with aldermen to determine Park projects.
  • Prepares cost estimates, change orders, field orders, project summary sheets and related reports.
  • Designs small scale construction projects and works with the Board of Public Service.
  • Maintains construction office files; maintains official construction records. Conducts pre-construction meetings.
  • Identifies maintenance repairs needed and other duties assigned.
Knowledge, Skills, and Abilities
  • Data Utilization:
    Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such established criteria to define consequences and develop alternatives.
  • Human Interaction:
    Requires the ability to persuade, convince, influence, train and monitor others such as contractors, managers, superintendents, consultants, city agencies, testing labs, supply manufacturers, and code authorities, in favor of a desired outcome. Requires the ability to act as a lead person.
  • Equipment, Machinery, Tools and Materials Use:
    Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, surveying instrument, air and electrical meters, and a vehicle, and/or materials used in performing essential functions.
  • Verbal Aptitude:
    Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial estimates, change orders, construction specifications, asbestos manuals, technical operating manuals, statutes, procedures, guidelines and non-routine correspondence.
  • Mathematical Aptitude:
    Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages; perform basic algebra, geometry, and trigonometry.
  • Functional Reasoning:
    Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
