The Capital Improvement Project Liaison functions as the primary contact between the City’s Aldermen and the President’s Office of the Board of Public Service by coordinating and managing the planning, design, and construction of capital improvement projects on property owned by the City. This position administers the Aldermen’s One-Half Cent Sales Tax Budget to facilitate capital expenditures in assigned Wards and other planning and development projects as assigned.

Essential Functions and Responsibilities
  • Regularly communicates with assigned Aldermen and City Departments regarding capital improvement projects and budgeting.
  • Performs project site investigations to determine existing conditions, project scope, and cost estimates.
  • Prepares Conceptual Plans and Feasibility Reports of proposed capital improvement projects and presents to Aldermen for approval.
  • Reviews drawings and specifications prepared by engineering consultants and designers.
  • Conducts and attends meetings with Aldermen, developers, business groups, residents, and consultants as necessary with some evening meetings.
  • Prepares or assists in development of federal transportation improvement program applications.
  • Negotiates terms, drafts, and processes development agreements.
  • Tracks and reports project status through BPS Database.
  • Generates written communications through memos, transmittals, and feasibility reports.
  • Plans and programs yearly ward projects.
  • Prepares forms and reports to initiate and support financial transactions.
  • Prepares budget exhibits for inclusion into fiscal year budgets.
  • Serves on boards and committees supporting capital improvements.
  • Creates and maintains project files.
Knowledge, Skills, and Abilities

This position requires general knowledge and application of engineering, architectural, and construction practices and principles. The incumbent must possess the ability to problem-solve and manage multiple projects having consecutive or successive deadlines. The ability to effectively communicate verbally and in writing, comply with established policies and procedures and exercise creative judgment is essential in order to be effective. Must have good customer service skills, time management skills and strong organizational skills.

This position deals with a great amount of financial analysis.

The ability to interpret or comprehend the following is helpful:

  • City of St. Louis Standard Specifications;
    Engineering and Architectural Drawings;
    Engineering Proposals and Estimates Maps and Surveys;
    Financial Data and Reports;
    Site Conditions and Associated Problems; and Project Scheduling Programs.
  • Data Utilization:
    Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
  • Human Interaction:
    Requires the ability to persuade, convince, influence, train and monitor others such as contractors, managers, superintendents, consultants, city agencies, testing labs, supply manufacturers, and code authorities, in favor of a desired outcome. Requires the ability to act as a lead person.
  • Equipment, Machinery, Tools and Materials Use:
    Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, surveying instrument, air and electrical meters, and a vehicle, and/or materials used in performing essential functions.
  • Verbal Aptitude:
    Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial estimates, change orders, construction specifications, asbestos manuals, technical operating manuals, statutes, procedures, guidelines and non-routine correspondence.
  • Mathematical Aptitude:
    Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages; perform basic algebra, geometry, and trigonometry.
