How your work would contribute to our organization and the Twin Cities region:
The Program Technical Specialist provides the highest administrative support by independently completing complex administrative and technical tasks or actions. The ideal candidate will demonstrate excellent interpersonal skills and initiative. They will be expected to provide consistent quality administrative support to the HR Business Partner and Classification and Compensation teams. The person in this position will need to work collaboratively with other administrative support personnel within the department as well as with professionals and leadership in Human Resources and across the Council.
The ability to identify problems, offer appropriate solutions, determine priorities, and maintain confidentiality is key. Excellent organizational skills are paramount to this position.
This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.
This position will create a six-month eligibility list for current and future openings.
What you would do in this job- Maintain document management system of both electronic and hard-copy documents; keep informed of changes or modifications to databases and software and make recommendations when appropriate.
- Research, compile, and analyze data/information; prepare statistics and reports using Excel, People Soft, PowerPoint, and other software systems.
- Create work instructions for complex or specialized functions.
- Write/draft reports; prepare presentation documents for meetings.
- Monitor and track budgets and expenditures. Prepare purchase requisitions and track approval processes for various purchase orders, pay requests, invoices, and order procurement and contract administration documents.
- Make complex scheduling arrangements involving multiple parties and securing rooms as needed under minimum direction. Set up and cancel meetings based on knowledge of the subject and attendees.
- Take accurate, quality minutes and meeting notes at meetings; compile and distribute supplementary materials for such sessions. Track follow-ups and action items from meetings.
- Analyze, triage, and respond to HR inquiries by routing requests to the appropriate HR contact and track follow-ups to ensure timely resolution.
Any of the following combinations of completed education (in Human Resources, Business or Public Administration, Communications, or related) and administrative work experience in a related setting:
- High school diploma or equivalent and 5 years of experience.
- Associate's degree and 3 years of experience.
- Bachelor's degree and 1 year of experience.
- Experience using electronic document management systems.
- Strong organizational skills including detail and accuracy.
- Experience working both collaboratively and independently.
- Solid understanding and use of Microsoft Outlook, Microsoft Word, and Microsoft Excel.
- Experience working in Public Sector Human Resources.
- Experience with SharePoint, Application Xtender.
- Experience working with diverse populations of internal and external customers.
- Excellent communication skills, both written and verbal.
- Proven ability to work in a team environment.
- Ability to take comprehensive meeting notes and meeting minutes.
- Excellent interpersonal and customer service skills and ability to be accessible and respond professionally in difficult situations.
- Ability to respond promptly and take initiative to commence or complete tasks and projects on time.
- Ability to perform under limited supervision and provide updates and follow-ups.
- Ability to solve problems and offer solutions independently and collaboratively.
- Ability to be proactive in assessing administrative needs independently.
- Ability to maintain a high level of confidentiality and sensitivity.
