We are the Metropolitan Council, the regional government for the seven‑county Twin Cities metropolitan area. The Environmental Services (ES) Division is hiring either an Associate Engineer or Engineer (depending on qualifications). This posting will create a 6‑month eligibility list for future vacancies.

Associate Engineer – Full Salary Range: $75,774 – $122,990 yearly. Anticipated Salary Range: $75,744 – $90,376 yearly.
Engineer – Full Salary Range: $81,973 – $132,933 yearly. Anticipated Salary Range: $81,973 – $97,698 yearly.
The starting salary will depend on the selected candidate’s experience, skills, education, and internal salary equity.
Responsibilities- Participate on wastewater system planning project teams, including identifying future wastewater system needs through forecasting, assessing capacity of existing infrastructure through modeling and hydraulic analysis, identifying and evaluating alternative solutions to meet the needs of the communities we serve.
- Assist with management of engineering consultant contracts and perform engineering evaluations on internal teams.
- Work with engineering teams to inform project scope and capital programming of system expansion projects.
- Develop and update the regional Wastewater System Plan and Council policies in collaboration with internal and external partners.
- Analyze flow meter data to identify trends in community wastewater flow, allocate wastewater system costs to communities, and administer inflow and infiltration mitigation programs.
- Work with cities to problem‑solve where meter data identifies increases in inflow and infiltration.
- Participate on task forces or work groups composed of community partners to evaluate policy related to regional wastewater system planning or water supply planning.
- Review local comprehensive plans, environmental permits, and Sanitary Sewer Extension Permits to ensure alignment with regional policies and system plans.
- Partner with staff from the Metropolitan Council Community Development division in applying regional policy to review of local plans.
- Provide technical support to our finance teams for the Metropolitan Council’s sewer connection charge program and inflow and infiltration grant programs.
- Bachelor’s degree in Civil Engineering, Environmental Engineering, or a directly related field.
- Successful completion of the Fundamentals of Engineering Exam (FE) within 6 months of hire.
- Bachelor’s degree in Civil Engineering, Environmental Engineering, or a directly related field.
- 2 years of relevant engineering experience.
- Successful completion of the Fundamentals of Engineering Exam (FE) within 6 months of hire.
- OR a Master’s degree in Civil Engineering, Environmental Engineering, or a directly related field, plus successful completion of the FE exam within 6 months of hire.
- Experience with water or wastewater system planning or comprehensive plan development.
- Fluid mechanics and hydraulic analysis experience or coursework.
- Design of wastewater conveyance or treatment systems.
- Experience with hydraulic modeling using PC‑SWMM.
- Experience with ArcGIS software.
- Written and verbal communication skills.
- Experience with Microsoft Excel.
- Experience with Power
