About the Opportunity

SWCA Environmental Consultants is expanding its team in the Salt Lake City office and actively looking for dynamic individuals who are passionate about delivering high quality project work. The role is for a Project-Level Environmental Planner who will be self‑motivated, detail‑oriented, and possess strong communication skills. Depending on experience and qualifications, the individual may be hired as an Assistant Project Environmental Planner, an Associate Project Environmental Planner, or a Project Environmental Planner.

This full‑time position reports to a Sr. Project Manager and may be based in the office, in a hybrid arrangement, or distributed for those located in the region.

  • Assistant Project Environmental Planner – Typically with three (3) years of relevant industry experience and expertise.
  • Associate Project Environmental Planner – Typically with five (5) years of relevant industry experience and expertise.

What You Will Accomplish

Perform NEPA compliance and non‑NEPA environmental planning for a wide range of projects, including environmental impact analyses, public and agency outreach, and quality assurance for Environmental Assessments (EAs) and Environmental Impact Statements (EISs).

Responsibilities include:

  • Contribute to the preparation of EAs and EISs for diverse projects; revise federal resource management plans (RMPs) and land‑use plans; issue rights‑of‑way approvals and leases; amend policies; lead, write, and manage NEPA documents for projects managed by federal agencies or on federal lands.
  • Participate in non‑NEPA environmental planning such as land‑use and resource management planning, feasibility analyses, regulatory strategy development, permitting support, and pre‑decisional planning.
  • Support business‑line growth objectives and lead or develop NEPA documents for lines such as land‑use planning, generation, transmission, mining, and others.
  • Assist teams with technical support for NEPA documents, including Pre‑Notice of Intent activities; project planning; description of proposed action; NEPA document structuring; public scoping; comment review and response; and Records of Decisions and Findings of No Significant Impact.
  • Provide expertise to SWCA project managers on NEPA and other planning projects.
  • Help contribute to planning business development pursuits and proposals.
Experience and Qualifications for Success

Required Qualifications

  • A bachelor’s degree in environmental planning, environmental science, biology, natural resource management, planning, geology, or a related science field.
  • At least three (3) years of NEPA document preparation experience, with working knowledge of federal and state environmental regulations including NEPA, FLPMA, CWA, ESA, NHPA, and the ability to support regulatory compliance.

Preferred Qualifications

  • Five (5) or more years of NEPA document preparation and five years of environmental consulting experience with an understanding of agency processes and positive relationships with federal agencies such as BLM, BOEM, USFS, NPS, BOR, DOE, FERC, NRCS, and USFWS.
  • Experience with public lands, natural resource issues, wind and solar projects, transportation projects, transmission lines, oil and gas projects, and/or infrastructure projects in the western United States.
  • Excellent verbal and written communication skills, interpersonal skills, emotional intelligence, attention to detail, and organization, schedule, and budget management skills.
  • Experience supporting business development with federal agencies, resource management plans, mining, oil and gas, renewable energy developers, or other non‑federal applicants seeking permits or leases from federal agencies.
Salary and Benefits

Assistant Project Environmental Planner: $28.09‑$36.04 per hour. Associate Project Environmental Planner: $66,144‑$84,885 per year. Actual pay within these ranges may vary based on experience, qualifications, geographic location, client requirements, and other factors permitted by law.
