Operations Manager
Under general direction, is responsible for coordinating and conducting contract initiation, monitoring, or compliance activities, in accordance with the City's contracting policies and procedures. Working conditions will be in both an office setting and in the field. The position requires frequent site visits to residential properties and construction sites throughout the City. May exercise supervision over assigned staff.
This position is an "unclassified" temporary position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Work Hours7:45 a.m.
- 4:30 p.m., Monday - Friday
- Manage and coordinate residential construction activities for NHSD Home Rehabilitation programs.
- Serve as liaison between homeowner and contractor regarding City home rehabilitation project scope of work performed.
- Perform monitoring and compliance activities for City home rehab projects and contracts, regarding scope of work and quality of work performed.
- Responsible for multiple site visits based on program/project needs.
- Implement the practices and procedures established for contract initiation, monitoring, or compliance.
- Perform initiation, monitoring, or compliance activities for City contracts.
- Prepare detailed written reports and presentations regarding contracting projects.
- Perform special reviews, projects, and programs, and may prepare Requests for Proposals (RFP's).
- Provide technical assistance and direction regarding contract compliance.
- Provide staff support as required for special projects.
- Perform related duties and responsibilities as required.
- Provide direction to staff regarding improvements to contracting procedures.
- Supervise staff and give direction regarding contract compliance issues and related matters.
- Oversee all negotiations, terminations, and renegotiations of contracts.
- Approve or reject requests for deviations from contract specifications and delivery schedules.
- Develop contract compliance work plans and objectives.
- Conduct presentations regarding contracting projects.
- Conduct residential property assessments and develop scopes of work for rehabilitation projects.
- Coordinate project activities from application approval through construction closeout.
- Review contractor bids, change orders, permits, and project documentation for completeness and compliance.
- Ensure compliance with applicable federal, state, local, and program requirements.
- Maintain accurate project records and enter data into departmental tracking systems. Coordinate with Development Services, Historic Preservation, utility providers, contractors, and homeowners throughout project delivery.
- Bachelor's Degree from an accredited college or university.
- Three (3) years of increasingly responsible experience in contract management, preparation, or compliance.
- Valid Class "C" Texas Driver's License.
- Experience in residential construction, rehabilitation, project coordination, project management, contract administration, or related experience.
- Experience reading and interpreting construction plans, specifications, estimates, and scopes of work.
- Experience managing multiple projects simultaneously.
- Experience with stakeholder conflict resolution.
- Knowledge of residential construction practices, building systems, and the permitting process.
- Bilingual in English/Spanish.
- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
