Regulatory Compliance Specialist
The Federal Construction Quality Control Manager (QCM) – USACE/NAVFAC/VA Compliant is responsible for implementing, managing, and enforcing the Contractor Quality Control Program on federal construction projects. The QCM ensures full compliance with contract specifications, the approved Quality Control Plan (QCP), EM 385-1-1 safety requirements, and all applicable federal regulations. The QCM serves as the primary quality control authority on-site and has the authority to stop work that does not comply with contract requirements.
This position requires full-time on-site presence whenever work is being performed and may not hold other duties while serving as QCM. Compensation will be commensurate with experience.
* Site locations may be San Antonio, El Paso or other location in Texas.
Roles and Responsibilities- QCM shall be on-site full-time when work is being performed and shall have no other duties
- QCM shall have authority to stop work that does not comply with contract requirements
- Develop, implement, and maintain the Project-Specific Quality Control Plan (QCP) in accordance with contract specifications and Government approval requirements
- Ensure each Definable Feature of Work (DFOW) is properly identified and tracked in the Quality Control Plan
- Conduct, document, and enforce the USACE/NAVFAC Three-Phase Quality Control System including Preparatory Phase meetings, Initial Phase inspections, Daily Follow-Up inspections, documentation in Daily QC Reports, verification of testing requirements, and coordination with Government QA representatives
- Review, approve, and manage submittals
- Manage the Submittal Register, reviewing submittals for compliance prior to Government submission, ensuring timely resubmissions, and verifying approved materials are installed
- Prepare and submit Daily QC Reports documenting workforce size, work activities, testing performed, deficiencies identified, corrective actions taken, weather conditions, and safety observations
- Maintain a Deficiency Log and verify corrective actions prior to closing deficiencies
- Maintain inspection logs and reports within RMS/QCS or Government-required systems
- Ensure subcontractor quality control programs comply with the approved QCP and submit required documentation
- Support site management in delivering quality construction services in strict compliance with EM 385-1-1, contract specifications, and federal safety regulations
- Review drawings and assist with design plan reviews to accomplish contractual objectives and provide direction to subcontractors, support staff, trades, and crafts
- Oversee quality control documentation required for project closeout including as-built drawings, O&M Manuals, warranties, test reports, commissioning documentation, training verification, and final inspection punch list completion
- Participate in Partnering Meetings, Progress Meetings, Coordination Meetings, and construction updates
- Maintain professional customer relations through face-to-face and digital communication
- Remain current on government regulations and commercial trends and monitor project compliance requirements
- Consult with engineering staff and technical personnel as required
- Perform other duties as assigned
- Ten (10) years construction quality experience
- Authority to stop work for safety/quality nonconformance
- Five (5) years of relevant construction experience or an equivalent combination of education and experience sufficient to successfully perform essential duties
- Four (4) years of supervisory experience preferred
- Four-year degree in Construction Management, Engineering, or equivalent preferred
- Experience with USACE, NAVFAC, VA, or other DOD/DOW agency construction projects
- Experience following EM 385-1-1 safety requirements
- OSHA 30-Hour Construction (29 CFR 1926)
- Current First Aid/CPR/AED certification
- Corps of Engineers Construction Quality Management for Contractors certification
- Preferred certifications include ASHE HCC and ICC Special Inspector
