Organizational Description:
Excelsior Works! (ExW!) is a fiscally sponsored program of Chinese Progressive Association, a 501 (c)3 non-profit organization. The mission of Excelsior Works! is to create a viable link to workforce development that leads to financial sustainability of individuals and families, strengthened community, and Excelsior identity. ExW! is a new center where residents of every age and culture can find workforce programs and services, get assistance in English, Spanish, Cantonese, or Tagalog from collaborating organizations at one convenient site.

ExW! brings a vital and missing component of workforce development infrastructure to one of the last affordable neighborhoods for families in San Francisco. Collaborating organizations include: OMI/Excelsior Beacon Center, Bernal Heights Neighborhood Center, Chinese Progressive Association, Filipino Community Center, PODER, Chinese for Affirmative Action, Communities United for Health and Justice, and SF Rising. Services include: career exploration, resume development, job search, interview preparation, workers’ rights workshops, translation help with important documents, barrier removing skills building workshops, housing access, immigrant services referrals, and policy and advocacy campaigns.

Role 
The Program Associate is responsible for completing activities taken under grant agreements and ensuring compliance with all program requirements. They will provide case management support to a portfolio of clients ensuring clients are connected to relevant services, and collaborates with District 11 stakeholders on projects and initiatives that lead to the self-sufficiency of Excelsior Works!’ target population. The Program Associate works under the supervision of the Director.

Employment Support Responsibilities
•   Conduct client intake.
•   Compile, develop, and maintain file notes, statistical reports, and records with both partners and participants to better understand our own internal success rate and trends.
•   Conduct employer’s appropriateness assessments for clientele needs.
•   Create and maintain pipelines to employment that give access to direct placements within a company.
•   Develop placements to living wage jobs so that clients and their families can obtain financial stability.
•   Develop and maintain long-term, cooperative working relationships with private, public, and community employment partners.
•   Develop a service or employment plan for program clients.
•   Develop and participate in employment skills building workshops. 
•   Maintain current job orders, applications, interview data, and initiate techniques to better serve and match participants with jobs.
•   Maintain current information on other support services regarding employment to best support our clients and participants.
•   Maintain the highest standards of professional conduct in relation to information that is confidential in nature, ensuring that client and organization records are kept confidential at all times. 
•   Monitor job market information with immigrant employment trends and shifts. 
•   Participate on workforce and employment committees, collaborations, and campaigns as assigned and as appropriate.
•   Perform other related duties and special projects as assigned by Supervisor.
•   Work with ExW!’s Community Engagement Coordinator to connect clients with civic and community engagement opportunities and community organizing campaigns.

Preferred Qualifications: 
Education and Experience
A combination of education and experience working with low income immigrant populations is preferred. Commitment to social and economic justice, knowledge of issues impacting working class immigrants in San Francisco, and an ability to work effectively with working class Chinese, Latino, and Filipino immigrants are preferred.

Skills and Abilities
Fluency in English and Spanish is required, literacy in Spanish is strongly preferred.  Strong computer skills including intermediate MS Office skills, Internet research and past experience with database systems. Excellent verbal and written communication skills. Ability to work autonomously with focused direction, advocate for team approach, utilize strong organizational skills, listen well, problem solve in on-the-spot situations, remain calm and reassuring in unexpected situations. Ability to work in an independent, organized, calm and reassuring manner using good boundaries and good judgment; to be reliable, dependable and flexible; and to accept supervision, suggestions and feedback. Ability to work within all the rules, regulations, and policies that govern the workforce center’s compliance. Organizational skills required as well as a flexible schedule and hours may vary and include evening work.  If use of a personal vehicle for business is needed, mileage will be reimbursed monthly.

Physical Requirements
Capable of the following intermittent activities: stretching, bending, kneeling, twisting, squatting, reaching above or below the shoulder, pushing, grasping, and lifting up to 20 pounds. Capable of the following extended activities: walking, driving, writing, standing, hearing and sitting. Vision requirements: Ability to see information in print and/or electronically.

Salary and Benefits:
This position is full-time, non exempt, and includes competitive benefits. Salary range is $24 dollars per hour - $25 dollars per hour, depending on experience.

Work schedule:
Must be available to work evenings and Saturdays.
