The Energy Conservation and Management Division (ECAM) within the Energy, Minerals and Natural Resources Department (EMNRD) leads the state
¿ s charge toward clean energy adoption. ECAM is committed to developing and deploying solutions that will maximize New Mexico
¿ s renewable energy resources and improve energy efficiency and transportation standards. ECAM is the U.S. Department of Energy
¿ s designated State Energy Office. The Energy Technology and Engineering Bureau leads work across clean energy programs quantifying energy savings, increasing accessibility of rebate programs, certifying energy service contractor work and administering the New Mexico geothermal program.

Why does the job exist?

On March 5, 2024 Governor Michelle Lujan Grisham signed House Bill 91 into law. The new law requires the Energy Conservation and Management Division to: administer laws and rules relating to geothermal resources; administer the geothermal projects development fund and geothermal projects revolving loan fund; apply for federal grants related to geothermal resources development; and foster the growth of geothermal resources in New Mexico.

How does it get done?

- Provides administrative and technical supervision through the leadership of a team of professional
individual water resources staff.
- Accountable for the results of the team's work outcomes and integration, with other teams as
appropriate.
Provide technical assistance to EMNRD, ECAM Director, other agencies, legislature, tribes,
local governments, developers and the public on geothermic down-hole efficiency, electrification
and other topics as needed.
- Performs water resource work at a high professional level.
- Manage Geothermal Loan and Grant Programs.
- Assist with the review and issuance of permits for geothermal wells including exploratory and
operational wells.
Coordinates work with other water resource professionals including any relevant local, state,
and federal agencies.
- Serves as source of testimony and provide expert advice to entities such as the Legislature,
Committees, Courts, Commissions, and external water resources businesses.
- Review and draft geothermal rules and regulations for geothermal resources in New Mexico
and provide recommendations for updates/changes as appropriate.
- Perform/Oversee site visits and inspections of existing, developing, and potential geothermal
well sites to evaluate hydrologic impacts of various projects and proposals, among other tasks.
- Evaluate program performance and data, and perform in-depth data analysis using
spreadsheet analytics, computer models and GIS databases to recommend improvements to
program design and implementation.
- Manage geothermal projects, which may include development of agreements and scopes of
works, and oversight/management of outside contracts/consultants in support of sustainable
geothermal development.

This work ensures that businesses, state agencies, local and tribal governments, and communities throughout New Mexico have clear, fair and consistent rules and processes to follow in regards to geothermal energy development. Safe and efficient utilization of available geothermal natural resources will ensure we meet energy and natural resource goals vital to increasing economic prosperity of the state.

Ideal Candidate

We are looking for a highly motivated candidate who understands teamwork, earth
processes and capital intensive operations work. The ideal candidate will understand
the importance of building a balanced regulatory program that maintains focus on
developing industry and protecting natural resources and the environment.

The ideal candidate should:

- Have experience managing projects, supporting program development and
implementation, and coordinating between groups (e.g. departments or agencies) in
a professional setting.
- Show motivation and flexibility to work in a fast-paced role supporting this
high-priority program.
- Have experience working in a natural resource or environmental sector.
- Possess strong research and analytical skills with comfort conducting and interpreting
quantitative and qualitative analyses.
- Demonstrate superior written and oral communication.
- Have a great ability to multi-task.

Minimum Qualification

Bachelor's Degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering) and six (6) years of relevant experience.
