In this position you will lead the technology-enabled learning thrust of IAL, in tandem with the blended learning approach espoused in IAL’s Blended Learning Framework as well as key emerging trends highlighted in the Training and Adult Education (TAE) Skills Framework (). You will drive translation and integration of appropriate technology-enabled learning trends and developments into IAL’s flagship programmes and products to enhance the learning experience and outcomes for IAL stakeholders.
You will report to Assistant Director, Product Development with the following professional responsibilities:
Drive the exploration and testing of technology-enabled learning together with internal stakeholders such as Learning Systems and User Experience teams to support design, development and implementation within IAL programmes and activities aligned to the TAE Skills Framework and IAL evaluation framework for quality blended learning.
Oversee the execution of piloting new/revised learning technologies and solutions in IAL programmes and work with the Implementation and Evaluation unit in IAL to ensure seamless transition in operationalisation and roll-out. This requires competence and experience in the use of learning technologies and tools (eg. Articulate 360, H5P tools) to develop interactive and pedagogically effective learning resources and/or technology-enabled learning curriculum.
Drive the use of learning analytics to derive actionable insights and continuously inform design and implementation of IAL’s programmes and activities. This requires experience and competence in the use of learning analytics software and tools to derive actionable business intelligence.
Support IAL’s efforts to provide enterprise consultancy in adoption of blended learning and/or micro-learning approaches to enable just-in-time learning at work, and through work. This entails partnering and providing pedagogical leadership and guidance to subject matter experts, instructional designers and multi-media content developers to curate and re-purpose content into pedagogically sound learning packages.
Cultivate win-win partnerships with stakeholders such as training providers, educational institutions to build technology-enabled learning capability in effective Continuing Education and Training (CET) practices.
Project-manage any out-sourced design and development technology-enabled learning work and ensure compliance with IAL’s education philosophy, blended learning approach and quality benchmark.
Conduct analysis and or research as necessary in the use of technology in supporting adult learning in the context of work.
The successful appointee will be based in IAL Campus located at Lifelong Learning Institute at Paya Lebar.
A graduate or master’s degree preferably in one of the fields of technology-enabled learning, vocational and continuing education or adult learning, or in a related field such as Training and Development or Human Resources Development.
Preferably with at least 3 years of managerial experience in supervising of direct reports in the area of learning and development.
Demonstrate expertise in designing curriculum and assessment tools using various learning technologies. Technical expertise in areas such as coding, html and mobile learning preferred.
Conversant in business and organizational practices and terminologies.
Open, grounded and practical mindset about the possibilities of technology to support learning
Full WSQ Advanced Certificate in Training and Assessment (ACTA) qualification and Diploma in Adult and Continuing Education (DACE) preferred.
Excellent project management skills.
Good networking and interpersonal skills.
Excellent written, verbal and team management skills.
