Position: APAC Wholesale Payment Services Business Control Management Lead (ED) - Singapore Based CIB Control Management Group


The Firm-wide Control Managementteam provides a centralized view of all control functions, and thereby assistsin immediate, real time problem detection and escalation. Within each line ofbusiness there are designated control managers who work directly with thebusiness assessing the control environment. Their roles are to coordinateacross all LOBs and functional areas, particularly with Management, Risk andCompliance, and oversee audits and regulatory exams for their coverage area,ensure regulatory issues are addressed expeditiously, lead/manageprojects to ensure full compliance where appropriate, work with stakeholders toimplement policy and regulatory changes as communicated by Legal andCompliance, oversee execution of Controland Operational Risk Evaluation (CORE), ensure changes are rolled outconsistently across business areas where applicable, and execute requiredtraining.

The APAC WholesalePayment Services (WPS) Business Control Management team are part of the Global WPSControl Office and the overall CIB Controls team. The APAC WPS BCMs partner with and other BCM teams both regionallyand globally, as well as business and functional partners to establishgovernance and systems that identify, quantify, manage and monitor risk at themost granular level and establish risk tolerances and risk managementprocedures and tools in consultation with the business and relevant partners.The Controls Management team will support the oversight of the end to endsystem of controls that mitigate risk and drive a program through active engagement,thematic reviews, risk analysis and control deep dives that continuouslymanages and reduces the Business's residual risk profile.

The APAC WPS ControlManagement team is responsible for managing the control framework of the APAC WPSbusiness, which comprises Treasury Services, Global Trade and more recentlyMerchant Services. Notable responsibilities include chairing governance forums,regional and global program execution; metric reporting and analytics;strategy, training and communications; audit and compliance testing exammanagement, in partnership with the Global WPS and Banking Control Management team, the APAC Control Managementteam and other key functional groups.

The APAC WPS BCM Lead will report jointly to the Global ICB (Investment andCorporate Bank) Control Manager and the Global WPS Control Manager. The role will be based in Singapore and will cover allcountries in the APAC region, in close coordination with the Global WPS ControlManagement team. The APAC WPS Control Manager mandate is a key role forthe business in the increasingly complex and demanding global regulatoryenvironment.

Job Responsibilities:

The APAC WPS Controls Leadrole is to manage the WPS Controls team in APAC, partnering with the Global WPSBCM, and APAC functional partners. Specific responsibilities include:

  • Refining and managing the regional Control governance model for APAC WPS, including alignment with the global WPS governance framework;
  • Providing adequate management reporting on the overall health of the program and ad-hoc reporting on significant issues and risks;
  • Overseeing the centralized analysis of control issues, as they relate to APAC WPS ;
  • Development of appropriate metrics and reporting to ensure adequate visibility and transparency of risk events impacting the WPS business;
  • Execution of major regional and global control programs impacting APAC WPS Management team to understand the impact of regional Business strategy & trends on the control environment and priorities;
  • Offering thought leadership and supporting the development of the regional WPS Control Management team, in partnership with the Global WPS BCM and APAC WPS Management team and functional stakeholders;
  • Overseeing the development and implementation of training materials and communication;
  • Co-ordinating with Compliance to help manage regulatory exams impacting APAC WPS;
  • Managing internal and external audits which impact on APAC WPS across the region; .
  • Chairing the APAC WPS Regional Control Forum and attending other regional and governance forums as appropriate and necessary;
  • Collaborate with the APAC Regional Control Office management team on relevant APAC initiatives which impact WPS;
  • Be an active participant in other regional or global governance forums.
  • Support the ongoing regulatory obligations e.g. enhancement of the Manager in Charge (MIC) framework and delivery against regulatory requests.
  • Delivery of WPS related Legal Entity Board or location governance reporting as required;
  • Oversee execution by the team of a regular testing program of existing control framework, including location product reviews (TS) and CORE testing;
  • Conduct deep dive reviews into issues and risk events as required to ensure all control gaps are identified, reviewed and managed appropriately.

  • Significant professional experience (+/- 10 years) in a regulatory, risk and/or business background with demonstrated career progression; Specialist experience in a control discipline (preferred);
  • Excellent product knowledge;
  • Excellent coordination, analytical, quantitative and control skills;
  • Excellent management skills, including ability to matrix manage;
  • Experience in dealing with senior management;
  • Excellent communication, relationship building and influencing skills;
  • Presence and ability to engage with senior management;
  • Flexibility and ability to partner with other team members across global time zones; and,
  • BA (or equivalent) degree required.
