Applicants who have successfully completed a bona fide apprenticeship program registered with the Department of Labor and obtained journeyman status will start at $52,442 annually. Proof of completion of a recognized Department of Labor apprenticeship program and journeyman status must be submitted at the time of filing the Employment Application or upon request.
Incumbents in this position perform journeyman level work inspecting plumbing installations and construction sites to enforce plumbing codes and to approve sites for occupancy.
Essential Functions and Responsibilities- Inspects plumbing installations, fixtures and materials for compliance with applicable codes.
- Responds to complaints from the public regarding plumbing code violations.
- Places stop-work orders for non-permitted jobs.
- Inspects buildings to approve occupancy.
- Completes and submits inspection reports.
- Performs other duties as assigned.
- Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such established criteria to define consequences and develop alternatives.
- Human Interaction: Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers and the public, on how to apply policies, procedures and standards to specific situations.
- Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle and flashlight, and/or materials used in performing essential functions.
- Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as inspection reports, blueprints, plumbing codes, stop-work orders, ordinances, procedures, guidelines and non-routine correspondence.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division.
- Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective.
- Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.
- Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, odors, wetness, humidity, fumes, temperature extremes, traffic hazards, toxic/poisonous agents, disease or pathogenic substances.
- Physical Requirements: Requires the ability to stoop, kneel, bend and twist to conduct inspections.
- Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and odors associated with job‑related objects, materials and tasks to identify irregularities in plumbing installations.
Qualifications
Five years of experience as a licensed Journeyman or Master Plumber.
LicenseIncumbents must possess and maintain a valid Missouri driver’s license while employed by the City of St. Louis. Applicants must possess a valid driver’s license at the time of filing the application and be able to present it upon request. Please note type of license, number, class, and expiration date on the Employment Application.
Incumbents must obtain a St. Louis City Plumbing License and certification in International Code Council (ICC) Property Maintenance Code by the end of the working test period.
