Position: Project Manager – Municipal Utility District (MUD)

Project Manager – Municipal Utility District (MUD) / Water & Wastewater Infrastructure Overview

Seeking a Project Manager (ideally PE) with strong experience in Municipal Utility District (MUD) development, water and wastewater infrastructure, and public utility coordination. This role is heavily focused on managing the full MUD lifecycle process, coordinating with consultants, municipalities, and districts, and ensuring successful delivery of infrastructure and bond‑related processes.

Candidate Profile Requirements
  • 6+ years of experience in civil engineering, land development, or infrastructure project management
  • Professional Engineer (PE) strongly preferred
  • Direct experience with MUD Districts, utilities, or public infrastructure projects
  • Familiarity with water and wastewater treatment systems and permitting processes
  • Experience supporting or managing district creation and/or expansion efforts
Core Responsibilities
  • Manage MUD District creation process (preparation, submissions, coordination)
  • Prepare and support bond issuance and reimbursement processes
  • Attend and participate in MUD board meetings and stakeholder discussions
  • Coordinate permitting requirements (water, wastewater, drainage, discharge permits, etc.)
  • Liaise with consultants, engineers, and municipal agencies to ensure compliance and execution
  • Review consultant plans and ensure alignment with phased development and infrastructure needs
  • Provide general oversight and understanding of utility infrastructure sequencing (not design‑heavy, but technically informed enough to evaluate scope and progress)
Ideal Background
  • Civil engineering / land development firms supporting master‑planned communities
  • Experience working with utility districts, municipalities, or public infrastructure agencies
  • Exposure to bond‑funded infrastructure projects or reimbursement‑driven development models
  • Strong coordination skills across engineering consultants, attorneys, and government entities
