Purpose and Function

The Election Trainer is responsible for the development, delivery, and implementation of election training initiatives including curriculum development and course delivery to approximately 2,200 voting place staff for the municipal election. This role will be part of the Election Office team to ensure that voting place staff, with varying levels of understanding and experience with elections, are well equipped to manage voting operations at each voting place.

The Election Trainer will work in a deadline-oriented environment and will be expected to complete tasks within set timelines. Duties include assisting with the development of training materials, including presentations, quick reference guides, and online job aids (e.g., 1‑3 minute how-to videos). The trainer will also perform other tasks as needed such as preparing administrative reports, tracking progress, and evaluating the training program.

Training occurs during a highly concentrated timeframe (month of September and early October) and will require evenings and weekends with potential short turnaround times.

Key Contacts and Reporting Relationships

The position reports to the Training Manager. Key contacts include Deputy Chief Election Officers, Election Office Coordinator, Staffing Recruiter, support staff, and election workers.

Specific Duties / Responsibilities
  • Review and analyze previous election training material and consult with IT team and external vendors to develop new or modify existing training programs and knowledge documents in consultation with subject matter experts as required to align with staff support needs.
  • Develop, deliver, and evaluate training programs for election workers of voting places within the established timeline set by the Training Manager.
  • In consultation with subject matter experts and business process owners, develop, update, test, and evaluate training documentation for election workers.
  • Create and update technical manuals, reference materials, course exercises, and tests.
  • Develop, review, approve, and maintain course outlines, curriculum maps, training documentation standards, and naming conventions.
  • Design visual presentations.
  • Conduct needs assessments, identify training gaps and classify training as critical or non‑critical.
  • Design refresher training as necessitated by system upgrades, new modules, and procedural changes.
  • Coordinate and conduct end‑user training and pilot training.
  • Provide end‑user support services and solutions, including learning labs, answer support calls on voting days, technical updates, and online documentation.
  • Evaluate course effectiveness; conduct quality reviews of education and performance support deliverables.
  • Assist the Training Manager in developing comprehensive training strategies for the use of technology hardware, software, and systems; research new methods of training delivery, technology‑delivered options, and industry best practices; recommend training practices and standards; and participate in the development of a work plan and training objectives.
