Role:
Provide independent second‑line oversight of risks arising from Treasury investment activities. Evaluate and challenge investment risks such as spread, funding, hedging, correlation, and tail risks to keep within risk appetite. Strengthen balance‑sheet resilience and support senior decision‑making.

Location:

Vancity head office, hybrid work arrangement with on‑site requirements. Full‑time, permanent.

• Independently oversee investment risks of the Treasury portfolio including spread risk, funding, liquidity, hedging residual (basis) risk, correlation risk, and tail risk.
• Develop and maintain quantitative market risk models (VaR, stress testing, scenario analysis) to support risk oversight.
• Monitor daily risk exposures, limit utilization, and trade activity using Bloomberg AIM; identify emerging risks and imminent breaches.
• Lead the design and enhancement of risk frameworks, methodologies, limits, and reporting used by ALCO and senior management.
• Assess funding structures and secured wholesale funding risks including collateral, haircuts, rollover, and repo market conditions.
• Translate investment risks into implications for portfolio valuation, OCI, EVE, capital adequacy, and balance‑sheet resilience.
• Produce risk analysis, dashboards, and governance materials for ALCO reporting and escalation.

• Master’s degree in finance, economics, mathematics, or a related quantitative discipline.
• 7‑10 years of experience in Treasury investment risk, market risk, or portfolio risk management at a regulated financial institution.
• Demonstrated ability to design, build, and maintain market risk models, including VaR, stress‑testing, and scenario analysis.
• Advanced knowledge of fixed‑income instruments, derivatives, hedging, funding structures, repo and collateral mechanics.
• Experience in daily market risk monitoring, limit frameworks, and compliance controls for Treasury trading.
• Strong working knowledge of Bloomberg AIM for trade surveillance, limit monitoring, compliance oversight, and exception escalation.
• Deep understanding of how investment risks affect valuation, OCI, EVE, capital, and balance‑sheet resilience under normal and stressed conditions.
• Preferred designations: CFA, FRM, or equivalent.
• Strong judgment and credibility to assess, challenge, and recommend actions on complex risk issues.

• Experience in a second‑line risk function providing oversight of Treasury or investment activities.
• Strong understanding of ALCO governance, risk appetite frameworks, limits, and escalation thresholds.
• Ability to prioritize risk work based on materiality and emerging signals.
• Influence senior stakeholders across Treasury, Finance, Enterprise Risk, and governance committees without direct authority.
• Strong communication to translate quantitative analysis into clear governance‑ready insights.

• Annual salary range: $96,600 to $113,700 per annum.
