RTI’s Governance and Youth Economic Opportunities (GYEO) Division, one of five technical divisions within the International Development Group (IDG), is positioning for growth and an increased number of anticipated new business opportunities especially in the governance sector. We are seeking a Sr. Business Development Lead to manage the division’s growing pipeline of opportunities and successfully expand RTI’s international portfolio of projects in governance and youth economic opportunities. The position will report to the Director of Strategy.

We are looking for a dynamic business development expert with proven success leading and implementing business development priorities. The position is a mix of bid portfolio strategy, management and individual bid leadership.

The position requires 30% travel (when COVID-19 restrictions are lifted) and will be based in Washington DC or Raleigh, North Carolina (when return to office conditions are permitted).

Essential Duties and Responsibilities:

Bid Portfolio and Pipeline Management (approx. 50%): Working in close collaboration with the Director of Strategy, the Director of Governance, the GYEO Division Lead, and other business development staff to manage GYEO’s bid portfolio and pipeline. This includes managing a bid portfolio totaling $200-250 million annually.

  • Bid Quality: Ensure the systematic application of the IDG and industry business development best practices, including standardized processes, gates, tools, and training to ensure business development is high quality and a continuous learning process.
  • Portfolio and Pipeline Coordination: Effectively communicate through meetings, written updates, and other modalities to ensure the team works together efficiently on business development priorities.
  • Strategic Representation: Effectively represent GYEO at IDG level meetings on bid strategy, bid decisions, and resourcing.
  • Bid Resourcing: Maintain, update, and communicate bid assignments, ensuring strategic staffing decisions are made for maximum success in business development and that the best teams are assigned to priority bids.
  • Market analysis: Coordinate business development team’s efforts to gather and analyze market intelligence related to GYEO’s areas of interest, and make informed, strategic recommendations for short-, medium- and long-term business development.
  • Collaboration across IDG and with Business Partners: Optimize a one team approach through effective coordination with business development peers in other technical divisions and business partners including proposal managers, pricing, contracts, recruiting, and others.
  • Other Duties: Lead or participate in internal proposal reviews and after-action meetings and identify improvements for future proposals. Represent RTI’s broad technical capabilities at both informal and formal client and industry events and leverage industry, client, and competitor information to augment market intelligence gathering efforts. Train and mentor staff on business development best practices. Advance the profile, and positioning of RTI and GYEO external partners, networks and stakeholders, to secure strong strategic partnerships for new opportunities. Maintain GYEO capability statements, success stories, and other proposal assets for use across business development opportunities.
  • Proposal Leadership (approx. 50%): This role will also contribute to individual bids (multiple bids annually ) by performing the role of capture lead, proposal lead or contributing writer.

  • Proposals: Lead, write and/or contribute to high priority governance and youth workforce proposals for work funded primarily by USAID, and other key donors. Work closely with technical leadership and partners to develop compliant, persuasive, and competitive bids
  • Capture: Lead capture efforts including country reconnaissance, identification of partners, recruitment of key staff and technical solutioning.
  • Minimum Qualifications:

  • Bachelor’s degree and 12 years’ of professional experience or a Master’s degree and 10 years’ of professional experience – 6 to 8 of these years must bein business development for international donors, including USAID.
  • Demonstrated knowledge of USAID (including budgeting and procurement processes and mechanisms). Experience with other donors, including FCDO, or foundations a plus.
  • Demonstrated track record of leading winning proposal efforts, including proven proposal writing and proposal management skills for USAID and other donors, and in-depth knowledge of business development best practices.
  • Strong leadership, interpersonal, entrepreneurial, management, and writing skills required.
  • Strong time management skills and ability to work under tight deadlines and to prioritize/manage multiple tasks simultaneously.
  • Excellent analytical, oral, and written communications, presentation, and problem-solving skills.
  • Proven capability to establish and maintain a wide array of professional relationships and networks, including with the client, key partners, and other industry actors.
  • Ability to work in a team environment and at all levels of the organization, including with managers, peers, and technical staff at both headquarters and international locations.
  • Solid understanding of and experience in the governance sector strongly preferred. Experience with the youth economic opportunities sector a plus.
  • French or Spanish language skills a plus. Other languages skills also considered.
  • Ability to travel up to 30% of the time.
  • Must be eligible to work in the US.
