POSITION: Principal Engineer (Project PE) – Anadromous Fish

SALARY:        $68,314 to $81,135 DOE

REPORTS TO: Principal Fisheries Biologist-Anadromous Habitat Subdivision Lead

LOCATION: Omak, Twisp, or Wenatchee, Washington

The Principal Engineer provides engineering support to the Anadromous Fish and Wildlife Department in the areas of planning, designing, permitting and overseeing construction, monitoring and evaluation on a variety of projects related to the rehabilitation, protection and enhancement of fish and wildlife habitat.  Duties include conducting project development, alternatives analysis, hydrological studies and providing engineering support to wetlands and stream restoration projects.  The incumbent uses advanced knowledge to design and oversee construction of projects directed at improving fish habitat conditions, these include but are not limited to bridges, culverts, weirs, jump pools, baffles, inverted vortex weirs, j-hook veins and other in-stream structures. The incumbent develops and evaluates fish passage design alternatives, assesses costs, material, equipment needs and proposed construction methods.  The incumbent would be required to work cooperatively as well as provide direction to construction contractors “on the ground” to ensure compliance to design drawings.  This position requires the incumbent to work cooperatively on interdisciplinary and interagency teams including fisheries biologists, ecologists and environmental planners in the office and field environment.  Position may supervise one or more Engineers in Training.
Position Requirements
Bachelor,   5 to 6 Years work experience
(Education and Training):
 A Bachelor of Science (BS) Degree in civil or environmental engineering from an ABET (Accreditation Board for Engineering and Technology) accredited college or university AND 60 months of relevant experience in riverine hydrology and hydraulics, stream restoration and fish passage design projects.
 A Master of Science (M.S.) Degree in civil or environmental engineering from an ABET accredited college or university AND 48 months of relevant experience in riverine hydrology and hydraulics, stream restoration and fish passage design projects.

(Knowledge Skills and Abilities):
 Must possess expert knowledge of professional engineering practices and principles specific to wetland and stream habitat restoration and enhancement.
 Must possess knowledge of anadromous and resident fish life histories, behavior, and passage requirements.
 Must demonstrate strong project management and coordination skills that include the application of quality control and quality assurance measures.
 Demonstrated ability to plan, develop and execute complex fish and wildlife habitat restoration and enhancement projects in collaboration with a multi-agency and multi-disciplinary staff.
 Demonstrated ability to analyze complex hydrologic situations and develop robust design alternatives for habitat restoration and enhancement projects, such as bridges, culverts and other in-stream structures.
 Demonstrated experience conducting hydraulic and hydrologic modeling of riverine systems including experience with HEC-1, HEC-2, HEC-HMS, HEC-RAS, TR-20, and SWMM models.
 Ability to use creativity, expertise, and sound judgment to solve complex problems to restore or enhance habitat that results in increased fish production and improved ecological function.
 Demonstrated experience working within regulatory processes, including meeting federal, state, Tribal, and local permitting requirements for riverine and wetlands projects.
 Demonstrated ability to prepare of detailed and accurate written reports.
 Demonstrated ability to communicate effectively with Tribal, federal, state, and county officials, and the general public.
 Demonstrated ability to effectively coordinate activities and schedules to ensure efficient operation of work.  Effectively resolves logistical problems.
 Demonstrated ability to organize and prioritize work to achieve results, goals, and objectives on time.
 Must understand and follow applicable regulations and standards to maintain a safe work environment. Reminds others of safety practices to minimize the likelihood of accidents.
 Demonstrated ability to effectively handle adverse situations, making appropriate decisions while working calmly and accurately.

 Must submit college transcripts from an ABET accredited institution.
 Requires a valid State of Washington Professional Engineer License.
 Requires ability to be bonded.
 Work history must reflect excellent attendance.
 Must be able to work effectively in remote, rugged terrain (steep, wet, muddy, uneven ground) under all weather conditions.
 Must be able to repetitively lift up to 50 lbs.
 Must be able to complete repetitive tasks, such as typing.
 Must be able to sit or stand for considerable periods of time (hours).
 Must be willing and able to work extended hours at times.
 Must be willing to travel for meetings, training and conference participation as necessary.
 Must work effectively in a multi-cultural environment as a team member in a pleasant and efficient manner.
 Must successfully clear a Criminal Background Check and maintain throughout the duration of employment.

Northeastern Washington is somewhat rural but close enough to larger metro areas if yo need to get away for the weekend. the area has 4 seasons and come equipped for outdoor sports. Great area to raise kids, and dogs. Your dollar goes a long way , can do a lot with little.
