Job Overview

The Environmental Resources Specialist 2 works at the Division of Land Restoration (DLR), Abandoned Mine Lands (AML), Planning, performing complex professional work in acquisition, preservation, management, and protection of environmental/natural resources.

Responsibilities
  • Develop and confirm AML problems related to subsidence, uncontrolled mine drainage, landslides, unstable refuse piles, burning refuse piles, open mine portals, gases from underground burning, vertical openings, drainage from collapsed mine entries, dangerous impoundments, hazardous abandoned mine equipment, dangerous highwalls, clogged streams, hazardous water bodies, hazardous and explosive gases and polluted water sources.
  • Enter problem area data sheets into the abandoned mine land inventory system (AMLIS) and prioritize based on human life, health, and safety.
  • Apply program planning techniques to select and develop AML projects from problem areas in AML inventory and other sources.
  • Develop AML eligibility, scope of work, tentative reclamation plan, and cost estimates to reclaim the problem.
  • Develop and present environmental assessments for each project.
  • Present findings of studies and explain proposed projects to state and local officials and the general public.
  • Use GPS equipment and GIS software to generate digital maps and files of the location, size, and physical features of the abandoned site, including water quality sampling, monitoring, and data management.
  • Enter field and planning information into OSM AMLIS for accurate cost estimates.
  • Perform other duties as required or assigned.
Expectations
  • Must be able to walk long distances in adverse weather over steep rugged terrain and lift and carry equipment for considerable distances.
  • Must have a valid driver's license and be able to drive over rugged terrain in adverse weather.
  • Must have working knowledge of Microsoft Office Suite, strong writing skills, map reading, ARCGIS/GPS equipment, and solo exploring.
  • Qualified applicants will complete an internet-based profile assessment.
  • Recommended candidate subject to Motor Vehicle Record search prior to hire and annually thereafter.
  • Employees involved with SMCRA programs must file a statement of employment and financial interest annually.
Training and Experience
  • Training:
    Bachelor’s degree from an accredited college or university.
  • Substitution for Training:
    Additional full-time or equivalent part-time paid professional experience at a rate of one year of experience for every thirty semester hours of training.
  • Experience:

    Two years of full-time or equivalent part-time paid professional experience in acquisition, preservation, protection and enhancement of environmental/natural resources, environmental protection, or related agency area.
  • Substitution for

    Experience:

    Graduate coursework from an accredited college or university may be substituted at a rate of fifteen semester hours for every one year of experience.
