The Procurement Manager has functional responsibility for strategic sourcing, tactical procurement, supplier relationship management, cost reduction initiatives and will be an active participant as the key procurement contact for new product development process. In addition, managing performance and development of employees, contributes to the monthly SIOP process specifically in the supply planning process, contribute to inventory control, and supplier contract management. This individual will help to drive key critical performance metrics and on-time delivery, schedule attainment and financial metrics such as inventory turns, standard cost variances, absorption and budget. This role will also be responsible for supplier data management, analyzing performance, identifying problems, and developing recommendations in support of several cross functional teams. The successful candidate will work with a team to define business practices and procedures under supervision as the position provides new and varied work scenarios.

The role requires the above to be accomplished within Tecomet’s principles of continuous improvement, customer driven innovation and a win first culture, while meeting company financial and other performance metrics.

Essential Duties and Responsibilities: 

  • Understand the demand forecast and executes the purchasing of raw materials for three of Tecomet’s facilities located in the Wilmington/Woburn, MA area.
  • Directs activities of staff members (buyers) engaged in the purchasing of indirect materials at each of the three facilities.
  • Demonstrates business acumen by evaluating and proposing alternate supply options to improve overall business performance.
  • Management responsibilities for supplier service level management, spot buy price negotiations, on-time delivery from suppliers, inventory levels, minimizes excess/obsolete materials
  • Manage material purchases for new product introductions in coordination with product development engineering team and category managers
  • Assumes overall responsibility for the proper sourcing and procurement of materials, supplies and services for the three MA facilities. Engages in the more sensitive negotiations for critical and high value items.
  • Controls, measures and regulates efficient inventory levels of materials, commodities and purchased components in support of manufacturing operations at each facility.
  • Ensures efficient lead times and material availability to meet customer order requirements.
  • Develops, recommends, and implements improvements and changes to materials management reporting systems: including Kanban (both supplier and customer), Vendor Managed Inventory (supplier and customer), and EDI.
  • Supplier Performance Management – responsible for working with site operations quality and global supplier quality on supplier report cards to insure that plans of action are developed and implemented for improving poor performing suppliers.
  • Reports monthly on Key Performance Indicators (KPI’s) for the Procurement function
  • Explores new technologies and processes, to reduce non-value-added procurement activities.
  • Collaborates with Procurement Managers from other Tecomet Business Units / facilities to ensure best practices are shared between sites, common processes/procedures are being followed
  • Responsible for training and career development of all Procurement employees at the three MA sites.
  • Oversees the contract review process of current and new products
  • Qualification Requirements

    Educational/Training Requirement: 

  • Bachelor's degree in Supply Chain Management, business administration, engineering, or a related field, preferred. Will consider a combination of education and experience.
  • Experience: 

  • Minimum of 7 years’ experience in global Procurement Management with the most recent five years in a leadership role of Procurement.
  • Project Management certificate or practical project management experience is a plus
  • Practical course work or experience in the areas of manufacturing, distribution, process improvement, project management, demand & supply planning, or other areas related to Supplier Management and Product Supply is desired
  • Experience with cost/benefit and return analysis, database experience and product supply chain principles
  • Lean training and Kaizen experience (Pull, Heijunka, Kanban)
  • Previous experience in an engineering to order, make to order, assemble to order, and make to stock environment with high mix, low volume preferred.
  • Medical device experience or other regulatory industry preferred.
  • Deep understanding with ERP systems (Epicor preferred) required
  • Involvement with Strategic Purchasing initiatives is required.
  • Experience with Lean Manufacturing systems.
  • Licenses/Certifications: 

  • APICS Certification preferred.
  • Certified Purchasing Professional (CPP) preferred
  • Knowledge, Skills, and Abilities: 

  • Experience in global sourcing/ purchasing including low cost country negotiations.
  • Expert proficiency in personal computer and system software skills to accomplish word processing, worksheets (pivot tables), and ERP/MRP systems. EPICOR, preferred.
  • Must have knowledge of purchasing techniques, bills of materials and routings, inventory control techniques, and ERP/MRP practices and techniques.
  • Expert knowledge of supplier capacity analysis.
