The Republic of Azerbaijan recognized independence of the Republic of Estonia on 6 December 1991. Estonia recognized independence of the Republic of Azerbaijan on 20 February 1992, diplomatic relations between the two states was established on 20June 1992.
The first ambassador of the Republic of Estonia was appointed to Azerbaijan with residence in Ankara on 22February 2005. Current ambassador of Estonia to Azerbaijan is M. Haljas with residence in Ankara.
The Administrative and Consular Section deals with all matters related to passports, visa and judicial affairs and also all administrative matters concerning the Embassy.

Registration of State Civil Acts of citizens of the Republic of Azerbaijan living abroad is carried out by the consular sections of the Republic of Azerbaijan in the host states. The consular sections of the Republic of Azerbaijan carry out the following acts:
- complete a state registration of birth,
- marriage,
- divorce,
- adoption,
- parenthood establishment,
- name change,
- death
Citizens of the Republic of Azerbaijan residing, studying and working under contract outside of the Republic of Azerbaijan can appeal to the embassies and consulates of the Republic of Azerbaijan in foreign countries to acquire passports. The list of the required documents to be submitted for acquisition a passport can be obtained from the web-sites of those embassies and consulates.
Consular legalization is a confirmation of authenticity of the signatures on documents and legal acts and certification of the correspondence of those documents and legal acts to the laws and regulations of the country where the consulate is established. The legalization serves to confirm the legal force of documents and legal acts in the international arena.
For foreigners;
The documents to be submitted to the Embassy for legalization must be translated into Azerbaijani by a certified translator. Applicants must be advised that documents should also be:
- Acknowledged by a Notary Public;
- Certified by your MFA.
For Azerbaijani citizens;
The document to be submitted to the Embassy for legalization must be translated into English by a certified translator. Applicants must be advised that documents should also be:
- 1 Certified by MFA of the Republic of Azerbaijan
- Documents and translations must be printed.
