In addition to the diplomatic tasks, the Belgian Embassy also acts as public services, in certain areas, for Belgians abroad. As a Belgian citizen living abroad, it is always advisable to contact the Embassy in your country before contacting FPS Foreign Affairs in Brussels.

Belgian Embassy ensures all co-nationals protection against the violation of their fundamental rights and the limitation or privation of their personal freedom. They also ensure emergency assistance; help in locating family members, inheritance procedures initiated abroad and for the repatriation of mortal remains. The consular services include:

Having ones name registered in the population register kept by a Belgian Embassy abroad entitles you to benefit from the same services as those provided by municipal authorities in Belgium, i.e. the management of your administrative file. Registering allows the embassy or consulate to assist you more efficiently when issuing an identity card, issuing consular certificates (e.g. residence certificates, registration certificates, certificates of nationality, 'household composition' certificates, cohabitation etc.). You may also participate in some elections in Belgium (federal general elections, and European elections if you reside in an EU Member State).

All Belgian nationals over 12 years old whose main domicile is abroad and who are listed in the population register kept by Belgian embassies and consulates must apply for a Belgian identity card (ID card).

This document is a valid travel document that can be used in EU Member States and a number of neighboring countries. ID cards must not be confused with the proof of identity or residence permit issued by the relevant authorities in your country of residence. The latter two documents are only valid and officially recognised in the country of residence.

Belgians living abroad may install ‘certificates’ on their eID cards that enable them to identify themselves and give their consent securely over the Internet in an internationally accepted manner (i.e. a digital signature). The eID card can immediately be activated by the Belgian embassies or consulates in Alicante, Barcelona, Berlin, Bern, The Hague, Geneva, Köln, London, Luxembourg, Madrid, Marseille, Paris, Strasbourg, Lille, Tenerife. Should you opt to activate the certificates functions as well, you will have to collect your eID card in person at your embassy or consulate.

A normal Belgian passport may be obtained very quickly from your municipal or provincial administration via the emergency procedure. However, it may sometimes prove necessary to issue a passport almost immediately, on pressing humanitarian grounds which must be justified (e.g. in the event of a serious accident abroad involving a close family member, the admission of a close family member to hospital under critical circumstances, or the disappearance or death of a close relative abroad), when the applicant can and must leave immediately.

To enable such urgent applications to be processed, the Federal Public Service Foreign Affairs has designed a temporary passport that may only be issued by the Federal Public Service itself. Such temporary passports are valid for 6 months only.
