Belgian citizens, who are not living in Finland permanently and who lose their identity card while staying here, will be helped with an ETD or a temporary passport.

The temporary passport is valid for all the countries and the validity is 6 months from the date of delivery. You need the following documents: application form, 2 photo’s, your identity card or other proof of identity, in case you have lost your passport, a police certificate stating that is also needed. The handling fee has to be paid when the application is introduced, and the passport has to be picked up personally as it has to be signed before it can be finished. Note that the Belgian temporary passport is not recognized by all the countries as a valid travel document or there might be some other restrictions concerning the validity.

The ETD is valid for one journey with max. one stopover and the validity is 15 days, consular fee 10 eur. You need: application form, 2 photo’s, flight ticket, police certificate that you have lost your travel document.

If your lost or stolen identity card was your only travel document while staying in Finland, and you have a direct flight back to Belgium, most airline carriers accept the police certificate together with a valid plane ticket. Please check with your airline or travel agent. If you are flying to Belgium via another country, you have to apply for an ETD (Emergency Travel Document) or a temporary passport.

One can also apply for a new identity card at the Embassy. The fee has to be paid cash before or when the application is introduced. Payment by bank- or credit card is not possible. If you pay by bank transfer, please enclose the receipt of the payment with the other documents.

A Belgian citizen living abroad can register him/herself at the Belgian Embassy instead of being registered at the municipality of the last place of residence in Belgium. You should inform the municipality before you leave, and they should give you a form called Model 8, stating your permanent address change to abroad.

When you are registered at the Embassy, you can benefit from the same services as those of the municipality when you live in Belgium. You can for example apply for a new passport or for an identity card as a proof of your registration, you can obtain a certificate of nationality / residence, take part in the elections etc. The registration is not compulsory, but recommended. When you are registered, the Embassy handles your administrative file and takes care of forwarding any information to the Belgian authorities and the national register.

When you are registered at the Embassy, it is your responsibility to keep us informed about all the changes in your marital status, address, nationality, born children etc. For example when you move, the Embassy is not informed about your address change by any Finnish authority. You can make an address change by sending us a short e-mail, fax, or an address change card. What concerns changes in your civil status, you should provide us with an extract from Maistraatti on your name to prove changed information.
