If your lost or stolen identity card was your only travel document while staying in Finland, and you have a direct flight back to Belgium, most airline carriers accept the police certificate together with a valid plane ticket. Please check with your airline or travel agent. If you are flying to Belgium via another country, you have to apply for an ETD (Emergency Travel Document) or a temporary passport.

One can also apply for a new identity card at the Embassy. The fee has to be paid cash before or when the application is introduced. Payment by bank- or credit card is not possible. If you pay by bank transfer, please enclose the receipt of the payment with the other documents.

The temporary passport is valid for all the countries and the validity is 6 months from the date of delivery. You need the following documents: application form, 2 photos, your identity card or other proof of identity, in case you have lost your passport, a police certificate stating that is also needed. The handling fee has to be paid when the application is introduced, and the passport has to be picked up personally as it has to be signed before it can be finished. Note that the Belgian temporary passport is not recognized by all the countries as a valid travel document or there might be some other restrictions concerning the validity.

Having your name registered in the population register kept by a Belgian consulate or embassy abroad entitles you to benefit from the same services as those provided by municipal authorities in Belgium, i.e. the management of your administrative file. Registering allows the embassy or consulate to assist you more efficiently when issuing an identity card, issuing consular certificates (e.g. residence certificates, registration certificates, certificates of nationality, 'household composition' certificates, cohabitation etc.). You may also participate in some elections in Belgium (federal general elections, and European elections if you reside in an EU Member State).
