As a Belgian citizen living abroad, it is always advisable to contact the Embassy or Belgian Consulate in your country before contacting FPS Foreign Affairs in Brussels. Belgium is also represented abroad by several Honorary Consuls whose range of activities is more limited.

Having your name registered in the population register kept by a Belgian consulate or embassy abroad entitles you to benefit from the same services as those provided by municipal authorities in Belgium, i.e. the management of your administrative file. Registering allows the embassy or consulate to assist you more efficiently when issuing an identity card, issuing consular certificates (e.g. residence certificates, registration certificates, certificates of nationality, 'household composition' certificates, cohabitation etc.). You may also participate in some elections in Belgium.

When you are registered at the Embassy, it is your responsibility to keep us informed about all the changes in your marital status, address, nationality, born children etc. For example when you move, the Embassy is not informed about your address change by any Finnish authority. You can make an address change by sending us a short e-mail, fax, or an address change card. What concerns changes in your civil status, you should provide us with an extract from Maistraatti on your name to prove changed information.

Passports are issued within five working days once the passport application has been collected. The time required to issue a passport therefore depends on the number of collections, of which there are a minimum of two per week. Your municipality can provide more precise details on the frequency of collections. A new emergency procedure has also been introduced: for an additional fee, passports may be issued by the municipality or province on the day after collection of the application by the private firm, provided that the application is faxed by the municipality or province to the production centre by 15.00

In principle, applicants must collect their passport in person from the municipal or provincial administration. If an applicant is unable to collect their passport in person, another individual may do so upon presentation of written authorisation from the applicant.

A normal Belgian passport may be obtained very quickly from your municipal or provincial administration via the emergency procedure. However, it may sometimes prove necessary to issue a passport almost immediately, on pressing humanitarian grounds which must be justified (e.g. in the event of a serious accident abroad involving a close family member, the admission of a close family member to hospital under critical circumstances, or the disappearance or death of a close relative abroad), when the applicant can and must leave immediately.

Applications must be submitted during office hours to the Passport Office of the FPS Foreign Affairs. Outside office hours, temporary passports will be issued by the FPS Foreign Affairs staff on duty. Both can be reached by calling the general number +32 2 501 81 11.
