The Bulgarian Embassy provides consular assistance and consular services to Bulgarian citizens and legal entities abroad, as well as to citizens of the EU Member States that have no diplomatic missions in the host country, in accordance with the laws of the Republic of Bulgaria, the international treaties to which Bulgaria is a party, and the laws of the host country.  Bulgarian missions abroad have no police powers and cannot issue orders to institutions in the host country.

The Consular Section of the Embassy provides a wide range of services including:

  • Issuance of passport
  • Issue of ID Card
  • Temporary passport
  • Continuing validity of the passport
  • Accelerated delivery of applications for documents
  • Lost and found documents
  • Bulgarian citizenship
  • Certification and legalization of documents
  • Certification of private documents
  • Legalization of documents
  • Consular Registration
  • Marriages
  • Visa, etc.

Theft or loss of a valid passport must be reported to the police and a police report should be presented when applying for a new passport. Otherwise a passport is applied as normally. When reporting a lost passport to the police it should be noted that a report made by telephone and a registration number given  on the basis of that might not be adequate proof to the insurance company. The report can be made in person at a police station so that a report of the crime is available in writing.

The diplomatic and consular representations of the EU member states can issue an Emergency Travel Document to Bulgarian citizens who have lost or had their documents stolen when in the country of their temporary or permanent residence there is no Bulgarian or diplomatic representation.  An application is required for a temporary passport with a photo and documents which can prove the person's identity and citizenship.  The validity term of the European Emergency Travel Document is determined on the basis of the minimum term necessary for the travel to be completed along the shortest route and the shortest period possible.

Any Bulgarian citizen residing abroad may submit a passport issuance application at a diplomatic or consular mission of the Republic of Bulgaria.  The applicant has to appear in person because upon acceptance of the application consular officer will take digital images of the applicant's signature, face and fingerprints.   Passport issuance applications are not accepted by diplomatic or consular missions that do not have available technical capacity for taking digital images of an applicant's signature, face and footprints.
