The Bulgarian Embassy in Germany provides consular assistance and consular services to Bulgarian citizens and legal entities abroad, as well as to citizens of the EU Member States that have no diplomatic missions in the host country, in accordance with the laws of the Republic of Bulgaria, the international treaties to which Bulgaria is a party, and the laws of the host country. Bulgarian missions abroad have no police powers and can not issue orders to institutions in the host country.

The documents for passport services are submitted personally within the working hours of the Consular Service of the Embassy and with a time slot arranged in advance whenever the respective embassy has introduced that requirement. Pursuant to the Bulgarian law every Bulgarian citizen can hold only one valid regular passport. Before receiving the new passport, the person is required to submit the old one to the Consular Service to be destroyed. In case the passport is lost or destroyed the person is required to present a document from the local police certifying that the document is lost, destroyed or stolen. In case a Bulgarian identity document is lost, stolen or destroyed, the holder shall inform the Consular service within 3 days. The passport is declared invalid. In those cases the person submits an application for a new passport, and in certain extraordinary cases - a temporary passport for returning to Bulgaria.

The Bulgarian Embassy can issue an Emergency Travel Document to Bulgarian citizens who have lost or had their documents stolen when in the country of their temporary or permanent residence there is no Bulgarian or diplomatic representation. An application is required for a temporary passport with a photo and documents which can prove the person's identity and citizenship.The validity term of the European Emergency Travel Document is determined on the basis of the minimum term necessary for the travel to be completed along the shortest route and the shortest period possible.

Citizens of the Republic of Bulgaria residing in Germany are under the obligation to bring or send to the Bulgarian diplomatic or consular mission in the relevant country, within six months after a local authority draws up a birth record for their newborn child, a certified copy or excerpt of the document, together with an application indicating their permanent address in the Republic of Bulgaria.
