Bulgarian missions abroad have no police powers and cannot issue orders to institutions in the host country.
The Consular Section of the Embassy provides a wide range of services including:

The diplomatic and consular representations of the EU member states can issue an Emergency Travel Document to Bulgarian citizens who have lost or had their documents stolen when in the country of their temporary or permanent residence there is no Bulgarian or diplomatic representation. An application is required for a temporary passport with a photo and documents which can prove the person's identity and citizenship. The validity term of the European Emergency Travel Document is determined on the basis of the minimum term necessary for the travel to be completed along the shortest route and the shortest period possible.
Theft or loss of a valid passport must be reported to the police and a police report should be presented when applying for a new passport. Otherwise a passport is applied as normally. When reporting a lost passport to the police it should be noted that a report made by telephone and a registration number given on the basis of that might not be adequate proof to the insurance company. The report can be made in person at a police station so that a report of the crime is available in writing.
