The German Embassy in Warsaw can only accept visa applications from legal residents in Poland. The German Embassy does not issue Schengen-Visa anymore and cannot issue transit visas.
Citizens of Poland do not require a visa to visit Germany. All Polish valid long-stay visas and residence permits (i.e. Polish D-Visa or Polish Karta pobytu) allow free circulation in the Schengen area for three months in a six month-period (as a tourist). That means that a third-country national holding a long-stay D visa or a residence permit issued by Poland will be allowed to travel to other Member States for three months in a six month-period.
