Consulates ensure all co-nationals protection against the violation of their fundamental rights and the limitation or privation of their personal freedom. They also ensure emergency assistance, help in locating family members, inheritance procedures initiated abroad and for the repatriation of mortal remains.

Italian citizens should be registered at the Registry of an Italian municipality. Registration permits the exercise of all the rights and duties of a citizen depending on each individual situation. The Italian citizen is obliged to inform his/her municipality, as well as the Consulate, of all registry data changes (marital status, citizenship, address, family composition, residency).Italian citizens can be residents either in Italy or abroad: in the former case they will be registered in the Resident Population Registry (A.P.R.) of their Italian municipality and will refer directly to that municipality for all registry-related procedures; in the second case their names will appear in the AIRE lists of their Italian municipality of origin, or where they most recently resided before expatriating: these citizens must refer to the Italian Consulate of their place of residence abroad for all registry-related procedures. The Consulate will act as go-between for citizens residing abroad and the Italian municipality in which those citizens are registered.

Power or letter of attorney is a document authorizing one person to act on behalf of another person, to take the necessary measures to achieve a particular goal (e.g. sell, buy, manage, make a donation, accept a donation, set up or close a company, request the posting of marriage bans, etc.).

Power of Attorney is divided into two categories:

  • General Power of Attorney: with this document the person concerned entrusts the management of all of his/her present and future affairs to the attorney or agent. The General Power of Attorney is issued for an indeterminate time.
  • Special Power of Attorney: with this document the person concerned entrusts the attorney or agent with the management of part of his/her affairs. The Special Power of Attorney is valid only up to the conclusion of the specified affair.

If an Italian citizen finds himself/herself in an emergency situation (e.g. a tourist must depart from Estonia and he/she has lost his/her passport or it was stolen) and there is no time to start the procedure for the issuing of a new passport, the Consular Office will issue a provisional travel document (ETD European Travel Document). The latter is valid only to return to Italy, to travel to the foreign country of residence or, as an exception, to travel to another destination.
