Italian citizens living in Italy are registered in the A.P.R. ‘Anagrafe della Popolazione Residente (Resident Population Registry) of an Italian municipality and must refer to this office for refer directly to that municipality for all registry-related procedures. Italian citizens living abroad are registered in the ‘Anagrafe degli Italiani Residenti all'Estero' A.I.R.E. (Registry of Italian nationals residing abroad) of their Italian municipality of origin, or where they most recently resident before expatriating. Those citizens must refer to the Consular Office of their place of residence abroad for all registry-related procedures. The Consulate acts as go-between for citizens residing abroad and the Italian municipality in which those citizens are registered.

If an Italian citizen finds himself/herself in an emergency situation (e.g. a tourist must depart from Norway and he/she has lost his/her passport or it was stolen) and there is no time to start the procedure for the issuing of a new passport, the Consular Office will issue a provisional travel document (ETD European Travel Document). The latter is valid only to return to Italy, to travel to the foreign country of residence or, as an exception, to travel to another destination.
