The Consular Section of the Japanese Embassy in Tallinn provides consular assistance and services to overseas Japanese, which include citizen registration, identification documents and passport related matters, emergency travel documents, legalization of documents, etc. The Consulate also issues visas to foreign nations who wish to visit Japan and offers a range of other services and information on Japan.
The Administrative and Consular Section deals with all matters related to passports, visa and judicial affairs and also all administrative matters concerning the Embassy.

Visa for Estonian citizens and citizens of other countries that have reciprocal visa exemption arrangements with Japan - As of April 2010, Japan had taken measures concerning the waiver of visa requirements with 61 countries and regions. Nationals of these countries and regions, including Estonians, are not required to obtain a visa to enter Japan for the period of 90 days or less when the purpose of their visit is tourism, commerce, a conference, visit to relatives/acquaintances, etc.
On entry into Japan a traveller should possess a fixed-date, confirmed return or onward journey ticket, and any supporting documents, which can serve as evidence of the purpose of the trip (such as conference details, details of the host organization etc.). Furthermore, a traveller may be asked to show evidence of sufficient funds for the proposed period of stay in the country.
Only in cases in which the foreign national engages in paid activities in Japan, and in cases in which the period of stay of the foreign national exceeds the period of stay stipulated in each arrangement, it is necessary to obtain a visa.
Theft or loss of a valid passport must be reported to the police and a police report should be presented when applying for a new passport. Otherwise a passport is applied as normally. When reporting a lost passport to the police it should be noted that a report made by telephone and a registration number given on the basis of that might not be adequate proof to the insurance company. The report can be made in person at a police station so that a report of the crime is available in writing.
