The Lithuanian Embassy in Tallinn is the formal communication link between the Lithuanian and the Estonian governments. The Ambassador heads the Embassy and is the official representative to Estonia of the Lithuanian Government. The Embassy fulfills the role of a Lithuanian public authority when it comes to consular and migration-related matters, which include issuance of passports and different kinds of certificates, visas for students, residence and work permits as well as assistance to Lithuanian in emergency situations.

For citizens of the Republic of Lithuania abroad, consular officers perform the following notarial acts:

  • attestation of transactions with the exception of contracts of conveyance, loan for use and mortgage of immovables which are in the Republic of Lithuania or contracts relating to other rights in rem or restraints on them;
  • certification of a copy of or an extract from a document as a true copy;
  • authentication of a signature on a document;
  • certification of the veracity of translation of a document from one language into another;
  • attestation of the fact that a natural person is alive and resides in a certain location;
  • acceptance of personal wills for safe deposit;
  • acknowledgement of the time of delivery of documents;
  • acceptance of ships' protests;
  • performance of other notarial acts provided by law.

Theft or loss of a valid passport must be reported to the police and a police report should be presented when applying for a new passport. Otherwise a passport is applied as normally. When reporting a lost passport to the police it should be noted that a report made by telephone and a registration number given on the basis of that might not be adequate proof to the insurance company. The report can be made in person at a police station so that a report of the crime is available in writing.
