The Embassy of Malta in Madrid provides the following services:

New Maltese passports are biometric and issued by the Passport Office in Malta. Hence applicants must submit their application in person at the Consulate where their biometric data (photograph, fingerprints and signature) is captured electronically and subsequently transmitted to the Passport Office in Malta for processing. 

All persons wishing to apply for visas to visit Malta have to make an appointment. All applications have to be made in person. It is important that flights are not booked before an appointment is made. Please apply at least 15 days before planned departure and at most 3 months (12 weeks) before planned departure. However, citizens of Spain do not need a visa to enter Malta.
