The US Embassy in Tallinn conducts diplomatic relations with the Republic of Estonia and coordinates the activities of all US Government personnel serving in Estonia. Bilateral cooperation includes political, economic, commercial, defense and security, educational, and agricultural activities. The Embassy also provides consular services, including visas for visitors to the United States and passports for United States citizens in Estonia.

The Consular Section of the US Embassy in Tallinn provides a full range of services to American citizens, including US passport and notarial services, Social Security benefits and assistance to Veterans, and emergency assistance to citizens. The Visa Unit in Embassy Tallinn accepts applications for US non-immigrant visas and immigrant visas from persons who are physically present in Estonia.

The US Embassy in Tallinn is available to provide services to American citizens 24 hours a day in the event of a serious emergency, such as death, arrest, illness, missing persons or destitution.

A US citizen who wishes to request emergency assistance should call the Embassy’s Consular Section during normal business hours (8.30 – 15.30, Estonian time) at 668-8128, -8111 or -8197. The main switchboard telephone number is 668-8100. Outside of normal business hours, you may call 668-8100 and ask to speak to the “duty officer,” or call the mobile number of the duty officer.

Passport applicants are strongly encouraged to make an appointment with the Consular Section. The fee is $110 and will be payable at the time you visit the Consular Section, which can be paid in cash US dollars, the cash equivalent in Euro, or with certain credit cards. The applicant should be prepared to present the following documentation. Once the application is complete and approved by the Consul, the passport will be ready for pick-up in approximately 7 – 10 days.

If your passport was lost or stolen, you are advised to file a police report. A fee of $135 (or $105 in the case of an applicant under age 16) will be payable at the time you visit the Consular Section, which can be paid in cash US dollars, the cash equivalent in Euro, or with certain credit cards. No appointment is necessary for applicants needing to travel immediately. If the applicant is under age 16, both parents will be required to sign and prove parentage and identity, following the same rules that apply for renewing a child’s passport. Once the application is complete and approved by the Consul, the passport will be ready for pick-up in approximately 7 – 10 days. In emergency circumstances where immediate travel is necessary (as determined by the Consul), a limited validity passport can be prepared immediately.

American citizens and foreign nationals doing business with American citizens and/or corporations often require the services of a US notary public. The Embassy provides notarial services to citizens and non-citizens alike. Photo identification with signature (e.g., passport, driver's license, etc.) is required. If the document also requires witnesses, you must bring your own witnesses, each of whom should present identification. The fee for notarial services is $50 for each signature to be notarized. Fees may be paid in cash dollars, the cash equivalent in Euro, or with certain credit cards.

Citizens of the United States traveling to Estonia must have a valid passport (that does not expire before the end of their visit), but do not require a visa for stays of less than 90 days within a six-month period. Other travelers may apply for a Schengen visa, which allows them to enter Estonia or another Schengen country and then to travel freely throughout the Schengen zone for a period not to exceed 90 days.
