Open Sanctions helps to keep people and companies accountable for their political and economic actions. We build a database that tracks a wide range of entities in the public interest: sanctioned companies, politicians, fraudsters, and criminals. Originally built to support anti-corruption journalists, Open Sanctions has also become a powerful tool used by hundreds of commercial clients worldwide for know-your-customer screening, legal compliance, and in-depth investigative analysis.

We are a small, bootstrapped, sustainable business. Transparency and accessibility are core to how we work. Through our public-access search, we serve a public interest mission to make global sanctions and watchlists accessible to the public.

We are hiring an HR Coordinator to join our team on a part-time (50%) basis.

You’ll own the people side of a small international team as it grows, from recruiting and onboarding through day-to-day HR operations, compliance, and HR policy. About half the team works remotely, so you’ll be working across different countries, time zones, and employment set‑ups. As part of the operations team, you’ll work closely with the operations lead, improving our processes and building out the ones we need as the organization matures.

Expect a mix of active recruiting, contracts and documentation, and being the go‑to person for people‑related questions across a distributed team.

You understand that HR for a small, growing team isn’t just paperwork. It’s how we hire well, treat people fairly, and stay compliant.

  • Recruiting: Manage recruiting for open roles end‑to‑end, draft and post job ads, screen applications, coordinate interviews, and manage candidates through to offer.
  • Onboarding & offboarding: Handle onboarding for new hires and contractors (across employment types and countries), and offboarding.
  • HR operations: Maintain employment records, contracts, and documentation; track leave, contract renewals, and key dates; keep our HR processes organized.
  • Policy development: Evolve HR policies and practices, ensuring compliance with German labor law (for Berlin-based/German-resident staff) and coordinating freelance or EOR arrangements for team members elsewhere.
  • Cross-functional collaboration: Support management in navigating topics like compensation, benefits, and other people‑related decisions.
  • Hands‑on experience owning recruiting and HR processes end‑to‑end, junior to mid‑career level. We are looking for someone who has done this work previously at a comparable size of company rather than someone who has scaled HR at a large or hyper‑growth company.
  • Experience supporting HR across multiple countries or employment types, including working with an Employer of Record (EOR).
  • Comfortable working with contracts, records, and documentation with a high degree of accuracy and confidentiality.
  • Basic familiarity with German labor law and employment practices.
  • Clear, warm, professional communication, as you will often be the first team contact for new hires and candidates.
  • Organized and self‑directed; comfortable working async, part‑time, and largely independently on a small, remote team.
  • Fluent to native English (written and spoken);
    German at B2 level or above (written and spoken) is required.
  • Permission to work in the EU, and location within CET ±3 time zone.
  • Experience with Deel, our current HR/EOR platform, or similar tools.
  • Interest in Open Sanctions' mission, open data, compliance, journalism, or the wider public‑interest space we work in.
  • Experience working in the context of a SaaS/tech company.
  • Fluency in using AI tools to automate workflows.
  • Employment: Part‑time, 50% position (roughly 20 hours/week). Under German law if resident in Germany; freelance contract or EOR elsewhere.
  • Location: Open Sanctions is remote‑first; if you’re based in Berlin, we offer an optional desk in our office.

  • Salary range: €48,000-€58,000/year FTE equivalent, based on experience (€24,000-€29,000/year gross for the 50% position).
