OVERVIEW OF KEY DIMENSION
The Transparency International Secretariat (TI‑S) is seeking a full‑time Policy Advisor (m / f / d) to join the Policy & Advocacy Team to provide anti‑corruption advisory policy services to development practitioners. Please note that this role is expected to begin in early 2026 and the opening is still subject to funding being confirmed.
The Policy and Advocacy Team leads the organisation’s development of policy and advocacy positions, representation of Transparency International at international fora, and cooperation with TI National chapters on shared global thematic priorities. This position is envisaged to provide expert technical guidance and will not be actively involved in advocacy efforts.
The Policy Advisor on Development Investments will guide and provide advisory services to development practitioners to support them in integrating, upholding and monitoring anti‑corruption measures in their operations. This will involve providing expert technical guidance on anti‑corruption measures to help practitioners ensure that development assistance is used with integrity, reaches the right beneficiaries and does no harm.
Role PurposeThe Policy Advisor will provide expert advisory services to selected stakeholders and lead the development of policy guidance, knowledge and training materials on corruption prevention in key development investment sectors.

- Provide relevant policy and content advice in a timely manner to development practitioners on a wide range of issues related to safeguarding donor investments from corruption. This includes contributing to relevant programme and policy dialogues on these matters.
- Develop policy briefs, knowledge materials, toolkits, indicator frameworks and guidance related to mitigating and monitoring corruption risks in development assistance.
- Advise on the design and implementation of a training programme and targeted knowledge sharing strategy on anti‑corruption measures in investments in various sectors. The Policy Advisor will lead the development of online training modules for development practitioners on these themes.
- Design and deliver in‑country trainings for development practitioners to contextualise corruption prevention strategies to local realities.
- Stay abreast of trends related to corruption prevention in development investments.
- Promote and disseminate outputs through various platforms, channels and outreach activities (e.g. blogs, social media, workshops and conferences).
- Represent the organisation at relevant fora within area of expertise as needed and liaise regularly with development partners.
- Build, manage and maintain strong relationships with external counterparts, communities of practice and stakeholders.
- Generate ideas, develop concept notes / proposals and activities that are aligned with organisational priorities.
- Contribute to day‑to‑day work implementation including work planning, budget management, monitoring and reporting ensuring that all phases are consistent with the design and delivery schedule and internal processes and procedures.
- Post‑graduate university degree in a relevant field of the social sciences such as political science, sociology, economics, public administration or a related field.
- 7 years of relevant professional experience in an international NGO, think‑tank or international organisation with demonstrated in‑depth knowledge of research / advocacy with a track record of producing operationally and policy relevant outputs.
- Expertise in governance and anti‑corruption. Specific knowledge of corruption in development investments is an advantage.
