Senior State Aid Expert - TA on Alignment of Ukraine’s Competition and State Aid Frameworks with the EU Job Overview

WEglobal is currently preparing for the implementation of the EU-funded project “Technical Assistance on Alignment of Ukraine’s Competition and State Aid Frameworks with the EU” and is seeking highly qualified experts for key positions. The overall objective of the project is to support Ukraine’s accession-related alignment with the EU acquis in the fields of competition and State aid, including SGEI/PSO-related aspects, through the strengthening of the legal framework, enforcement practices, and institutional capacities of the Antimonopoly Committee of Ukraine (AMCU) and other relevant public authorities.

• Duration: 36 months

• Minimum of 550 FTE.
• At least a Master’s degree (or equivalent) in law, economics, public administration, public policy, European studies or another discipline directly relevant to State aid control, or a bachelor’s degree plus at least 880 FTE of relevant professional experience.
• Advanced English language skills at least level C1.
• Proficiency in Ukrainian at least level B2.
• At least 2,200 FTE of professional experience directly related to Chapter 8 (Competition Policy) of the EU acquis, specifically in the area of State aid control, enforcement, and monitoring.
• At least 1,100 FTE of professional experience within or in support of an EU Member State State aid authority or Coordination body, DG Competition of the European Commission, a State aid authority or Coordination body of an EU candidate country, performing tasks related to State aid assessment, monitoring, enforcement, compatibility assessment, notification procedures, or recovery procedures.
• Asset:
  At least 220 FTE of recent professional experience (within the past six years) supporting an EU candidate country in the EU accession process in the area of State aid or SGEI/PSO frameworks under Chapter 8 (Competition Policy), including screening, acquis approximation, negotiation inputs or enlargement reporting.
• Asset:
  Experience in at least one assignment related to the development, implementation or application of SGEI/PSO compensation frameworks in the context of EU State aid rules.
