Conducts various electronic tests on circuit transmission paths, and performs electrical tests on fiber optic cable and copper cable and wire lines including main and intermediate distribution frames, terminals and subscriber equipment using a variety of test equipment such as direct / alternating current resistance test sets, fusion splicing equipment, decibel meters, optical time domain reflectometer, ampere meters, signal generators, volt meters, frequency meters, echoscope, etc.

Determines quality and serviceability of cable by measuring insulation resistance, capacitance, loop resistance and attenuation of cable and wire pairs/conductors, and localizes faults such as grounds, opens, crosses and shorts, etc. Tests circuits for quality and proper functioning by measuring signal to noise ratio, distortion, overall transmission loss, and determines causes of interference or malfunctions. Based on test results determines the type of trouble, locates the faults and establishes calculations.

Instructs cable splicers, wire communication equipment installer, and supervisory personnel including technical control/telephone exchange technicians on the type, location and extent of trouble or damage, and determines the type and amount of materials, tools and equipment required to eliminate the trouble or damage. Performs pre-installation, intermediate and final acceptance tests on cable/wire and associated facilities. Prepares, reviews, updates and analyses test records, cable plans, overlays, circuit diagrams and other mission related documents.

Instructs assigned or attached personnel in the technical requirements of the job and mission orders and insures their familiarity and adherence to operating procedures, performance standards, and safety rules. Applies practical knowledge of commonly applied telecommunications principles, concepts, and methodology in performing independent work involving specified segments of large projects or taking full responsibility for well-defined projects requiring knowledge of standardized telecommunications approaches, methods, and techniques.

Skill in weighing the impact of variables such as variations in electronic and other equipment characteristics, equipment availability, and the kinds of communications required such as voice, text, and/or data. Knowledge of standards, criteria, equipment, or techniques to resolve well-defined questions or conditions. Guidelines available and regularly used in the work are in the form of policies and implementing instructions, manuals, handbooks, and locally developed supplements to such guides, such as site plans, equipment specifications, and drawings.

Performs on-the-job training.

Performs other duties as assigned.
