Support in the implementation of ALDAR OSH Management system in line with the requirements and legal obligations described by Abu Dhabi Occupational Safety & Health Centre (ADOSH) across all developments or project scope, particular jurisdiction legislation requirements and nature of work.
Responsibilities- Update ALDAR legal compliance register, risk register and related Occupational Safety and Health Management System (OSHMS) formats, elements and appendices to meet ADOSH legal requirements or any Emirates Authority requirements, and implement ALDAR OSH Management system. This includes compliance to succeed ADOSH audits and dealing with authority and third parties to close out pending issues.
- Review the trend analysis of unsafe acts and unsafe conditions and all incidents and decide whether the existing arrangements are adequate or additional control measures are applicable.
- Review and approve activity-specific risk assessments along with approved method statements. This includes producing safe working procedures and generating new risk assessments.
- Participate in all OSH proactive monitoring programmes (e.g., management walk, office and site inspections, welfare facilities inspections, compliance checks, site meetings, authority visits, internal and external audits) and issue all required OSH reports.
- Organise and cover all OSH requirements related to management review meetings and necessary implementation of new legal and project requirements.
- Conduct regular compliance audits on all involved parties to ensure effective implementation of ALDAR OSH management system and full compliance with OSHMS elements and related appendices.
- Produce, review and approve OSH documents (e.g., emergency evacuation and rescue plans, lifting plans, OSH alerts, OSH plan, OSH prequalification). Participate in collecting and preparing OSH reports (e.g., sustainability data, OSH monthly dashboard, annual report).
- Maintain and update tracking registers for records such as inspections, audits, OSH management walks, incident notifications, enforcement notices and risk registers.
- Follow up with PMCs, consultants and principal contractors to close out outstanding issues and submit monthly OSH reports as per the approved calendar, gathering required OSH data for reports.
- Review Monthly OSH Proactive Monitoring Programme for full compliance with ALDAR OSHMS requirements and necessary implementation by PMC, consultants and principal contractor and obtain approval.
- Attend periodic OSH and committee meetings on each project to discuss site-wide issues as per ALDAR OSHMS.
- Provide effective support to cover all projects by monitoring contractor compliance with OSH rules and guidelines and conducting daily site visits.
- Report major non-compliances to the line manager and project delivery team and set up an action plan for close out.
- Evaluate the performance of the OSH representative and recommend improvements or replacement where required.
- Plan regular OSH campaigns across all ALDAR developments and engage authorities when required for participation.
- Track new legal requirements and advise all involved parties for full compliance.
- Engage with authorities and other stakeholders regarding OSH issues to ensure alignment with ISO 45001 and ADOSH requirements, including dealing with incident or site visit/audits, and external parties for scope of work and budget review.
- Minimum of 6+ years of experience in OSH management with a large developer or construction firm.
- OSH function experience in a developer or construction (PMC or Consultant).
- Strong knowledge and exposure to the GCC real estate market and local/national OSH rules and regulations.
- Experience in contractor assessment and qualification regarding OSH requirements.
- Ability to handle multiple tasks and priorities required for managing project quality compliance across multiple projects.
- Fluent in English with excellent written and verbal communication skills.
- Bachelor degree in OSH or NEBOSH Level 6 Diploma / NVQ Level 5 or above in Health and Safety.
- NEBOSH Level 3 Certificate.
- ISO 45001 lead auditor and ADOSH Grade A or B card or OSH Practitioner course (ADVETI).
