Job Purpose
To lead and coordinate procurement activities across assigned projects, ensuring goods, services, consultants, and contractors are sourced effectively, competitively, and in accordance with project requirements, approved budgets, timelines, and organizational procurement policies.
Key ResponsibilitiesLead procurement activities for assigned projects and procurement packages from planning through contract award.
Develop and maintain project procurement plans, schedules, and sourcing strategies aligned with project delivery requirements.
Manage tendering processes including prequalification, RFP/RFQ issuance, bid clarification, evaluation, negotiation, and award recommendations.
Coordinate with Project, Commercial, Technical, Design, Finance, and other functions to establish clear procurement requirements and scopes of work.
Identify, evaluate, and recommend suitable suppliers, consultants, contractors, and service providers.
Lead commercial negotiations to achieve competitive pricing, favourable contractual terms, and overall value for the organization.
Prepare and review tender documentation, bid evaluation reports, procurement recommendations, purchase orders, and contract award documentation.
Ensure procurement activities comply with approved policies, procedures, governance requirements, and delegated authorities.
Monitor procurement schedules and lead times to ensure materials, services, and contract packages are secured in line with project programmes.
Identify procurement and supply chain risks and implement appropriate mitigation measures.
Conduct market assessments and benchmarking to support sourcing strategies, commercial negotiations, and procurement decisions.
Develop and maintain strong relationships with key suppliers, consultants, contractors, and other external partners.
Monitor supplier and contractor performance against agreed commercial, quality, and delivery requirements.
Support the resolution of procurement-related issues, contractual clarifications, and supplier performance concerns.
Maintain accurate procurement records, tender documentation, approvals, and audit trails.
Prepare procurement status reports, KPIs, and updates for project and senior management.
Support continuous improvement of procurement processes, systems, and sourcing practices.
Provide guidance and support to procurement team members and ensure effective coordination of procurement activities.
Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Engineering, or a related discipline.
Professional procurement qualification such as CIPS or equivalent would be preferred.
Minimum 10–12 years of relevant procurement experience, including experience managing complex procurement packages within major projects.
Strong experience within real estate development, construction, infrastructure, or other project-based environments.
Demonstrated experience in tender management, supplier evaluation, commercial negotiation, and contract award processes.
Strong understanding of procurement governance, commercial principles, contracts, and supply chain management.
Experience working with multidisciplinary project teams, consultants, contractors, and suppliers.
